Roll Call Vote:
Public Hearing
INTRODUCE ROLLER DEVICE ORDINANCE
By: Tim Gladhill, Management Intern
Reviewed by: Copies to:
Community Development Director City Attorney
Police Chief
CC: 11/28/06
CASE #
Background:
Staff has prepared an ordinance to set standards of use of roller devices including skateboards,
rollerblades, roller skis, and bicycles. This ordinance lays out standards for using such devices to
protect the infrastructure in place and pedestrians in the area without taking away from the
pedestrian- oriented focus of the Town Center area.
Observations:
The ordinance provides for such uses to be used as alternative modes of transportation; however,
does restrict these devices from being used in certain areas and under certain circumstances. The
ordinance prohibits uses that will may or may have the potential to harm pedestrians in the area,
on private property without the written consent of the property owner, on any city owned facility
including the Municipal Center, the municipal Parking Facility, public plazas and amphitheaters,
or any railing or raised surface such as curbing. Individuals have been observed using facilities
with these devices that could cause harm to themselves, others, or the infrastructure in place.
Recommendation:
Staff recommends introduction of Ordinance #06 - to amend Chapter 5 of the City Code to
establish regulations regarding the use of Roller Devices in the Town Center core area.
Council Action:
Motion to introduce Ordinance #06- to amend Chapter 5 of the City Code to establish
regulations regarding the use of Roller Devices in the Town Center core area.
—261—
