Background <br />PC CASE # <br />Consider Reclassification of the Zoning/Recycling Coordinator Position <br />By: Givonna Reed Kone, Human Resources Manager <br />The City's Environmental Specialist, Bruce Bacon, is retiring from the City of Ramsey <br />after 29 years of service. Mr. Bacon's last day with the City of Ramsey will be December <br />8, 2006. <br />The Community Development Director, the Assistant Community Development Director <br />and the Human Resources Manager have conducted an extensive review of Mr. Bacon's <br />duties and departmental needs in the area of environmental services. Staff is <br />recommending that the Zoning /Recycling Coordinator position be reclassified to <br />Environmental Coordinator in order to include the duties of the outgoing Environmental <br />Specialist. <br />With City Council approval, the proposed Environmental Coordinator position will be <br />funded 25% from the Recycling Fund and 75% from the Landfill Tipping Fee. Staff <br />requests that the new wage for the Environmental Coordinator position be set at <br />$24.87/hour, which represents an increase of $.45/hour or $950 annually. <br />The Environmental Specialist (.75 FTE) and the Zoning /Recycling Coordinator (1 FTE) <br />positions total 1.75 full -time equivalents. If the reclassification of the Zoning /Recycling <br />Coordinator position is approved by the City Council, there will be .75 FTE remaining, as <br />well as general fund dollars to fund this position. Staff is proposing that the remaining <br />.75 FTE be used for a Community Development Technician position. The proposed <br />Community Development Technician position, which is part of the 2007 proposed <br />budget, will be discussed during the upcoming budget discussions. <br />Staff Recommendation <br />Staff recommends that the Zoning/Recycling Coordinator position be reclassified to <br />Environmental Coordinator effective December 9, 2006. The new hourly rate for the <br />Environmental Coordinator will be $24.87. This $.45/hour increase represents an annual <br />increase of $950. <br />Committee Action <br />Make a motion recommending that the City Council accept the resignation of <br />Environmental Specialist, Bruce Bacon, grant authorization to reclassify the <br />Zoning/Recycling Coordinator position effective December 9, 2006 and set the hourly <br />wage at $24.87. <br />C:\Docmnents and SettingsiadiethLoca1 Settings\Temporary Internet Files\OLK5C\Environ Coord 11- 28- 06.doc <br />—277— <br />
