CC Regular Session <br />Meeting Date: <br />08/12/2025 <br />Primary Strategic Plan Initiative: Address infrastructure needs. <br />7. 1. <br />Title: <br />Adopt Resolution #25-176 Accepting Bids and Awarding Contract for 2025 Pavement Skim Patching Project, <br />Maintenance Project #25-56 <br />Purpose/Background: <br />Purpose: <br />The purpose of this case is to adopt Resolution #25-176 accepting bids and awarding a construction contract for <br />2025 Pavement Skim Patching, Maintenance Project #25-56. <br />Background: <br />In 2023, the number of public streets with numerous deep potholes and surface stripping increased to the point <br />that Public Works staff were only able to maintain a small percentage of the streets in-house. The poor pavement <br />conditions were due in small part to the previous winter's severe weather conditions, but more significantly the <br />poor pavement conditions were due to advanced pavement age and minimal pavement section composition, as <br />well as due to not receiving regular proactive maintenance treatments over the life of the pavement sections. In <br />2023, the city spent almost $1.3M on contracted pavement patching services. <br />Since 2023, the city has spent more than $10,000,000 per year on pavement overlay and street reconstruction <br />improvement projects, and on pavement maintenance projects including crack seal, pavement rejuvenation, and <br />pavement skim and spray patching projects. In addition, public works staff continue to patch potholes and mill <br />and overlay pavement segments with pavement stripping generally confined to tire tracks. Together, these actions <br />have helped to significantly reduce the scope and severity of potholes, pavement stripping and other forms of <br />pavement damage across the city street system. <br />This spring, staff identified public street segments within 12 distinct areas in 7 residential neighborhoods that <br />would benefit most from pavement skim patching due to poor pavement conditions and due to the fact that the <br />majority of the streets are not programmed in the CIP for reconstruction until 2030 or later, with 4 of the street <br />segments not programmed for reconstruction in the CIP at all. These street segments totaled 4.29 miles in length. <br />On June 24th, City Council approved plans and authorized advertising bids for hiring a contractor to skim patch <br />street segments totaling 2.41 miles in length within seven (7) of the distinct areas. <br />Public Works staff patched all deep potholes (deeper than 2-inches) on the streets identified for skim patching in <br />2025 so the contractor will not have to hand patch any deep potholes in 2025. Below is a summary of the <br />proposed 2025 skim patching process, which is generally a 3/4-inch pavement overlay following the same <br />process used since 2023 minus hand patching of deep potholes by the contractor. <br />• City staff will sweep streets upon notification by the contractor that they are ready to begin work. <br />• Contractor will blow any remaining debris and water off the street using compressed air. <br />• Contractor will apply bituminous tack coat to existing pavement surfaces. <br />• Contractor will skim patch streets (3/4-inch overlay) except outside edges to maintain drainage. <br />• Contractor will machine compact skim patching. <br />• City will sweep patched streets full width. <br />On August 5, 2025, a total of five (5) bids were received, publicly opened, and tabulated for Maintenance Project <br />#25-56, 2025 Pavement Skim Patching. All bids were found to comply with the approved plans and specifications <br />
