<br />POLICE NEWS <br /> <br />VANDALISM <br /> <br />Chief Auspos wrote an article last month <br />about vandalism. I would like to add a few <br />words about a particular type of vandalism <br />that he did not mention - BB guns. BB guns <br />used properly can be very enjoyable and are <br />purposed to learning marksmanship and <br />hunting skills. However, in some cases little <br />J()hnny asks 'Mom and Dad for a BB gun and <br />with little, or no training is allowed to <br />shoot it to his hearts content. I'm sure that <br />most parents lecture their children on gun <br />safety and to never shoot at anything but a <br />target. However, kids being kids get bored <br />with shooting targets that do not move and <br />graduate to bigger and better things such <br />as their neighbors cat or a blue jay feeding <br />in the family bird house. Left unchecked, <br />this behavior continues until Johnny learns <br />that he can also use a BB gun to get revenge. <br />Johnny's neighbor may at some time admonish <br />him for whatever reason, and now Johnny <br />returns later in the evening to get revenge. <br />Johnny hides himself under a bush or behind <br />a tree and takes careful aim. A distance of <br />20 feet puts a hole into a neighbor's picture <br />window. What marksmanship! "That takes care <br />of that creep.", Johnny remarks, as he <br />falls back into friendly territory. Johnny <br />has now concurred his first enemy and won. <br />This is only one type of vandalism committed <br />by BB guns and I'm sure many of you can think <br />of others that have happened. <br /> <br />. <br /> <br />. <br /> <br />. <br /> <br />must have the owners permission to do so, or <br />you can be issued a citation for "Recreational <br />Vehicle Trespass". These laws are not in <br />effect just to give the police department <br />something to do, but are in effect to protect <br />property owners rights and so that people do <br />not get hurt while operating these machines. <br />A motorcycle/mini-bike accident is very <br />serious in nature at almost any speed. The <br />rider or driver literally has no protection. <br />He is almost always thrown from the machine <br />and then his skin comes in contact with the <br />ground. Depending upon the speed of the ve- <br />hicle, his skin is scraped away layer by <br />layer until finally he comes to a sudden stop <br />by a telephone pole/street sign/fences, etx. <br />The biggest danger in this type of accident IS <br />collision with a fixed object. This causes <br />bones to break, and in many cases, death. <br />Property owners right must also be observed. <br />I'm sure most people would not like it if <br />every once-in-awhile someone on a motorcycle <br />drove through their yard. Many people go <br />to great lengths to keep their yard looking <br />well groomed and do not appreciate 6 inch <br />ruts in it. <br />It will be the policy of the Ramsey Police <br />Dept. that if any under age driver is oper- <br />ating a motor vehicle to tag the operator and <br />if necessary to tow the vehicle. <br />PARENTS: <br />Please supervise your son/daughter, as a <br />tag will mean that you will have to appear <br />in court with your son/daughter and a towinq <br />bill that could run $35.00 or more. <br />We want everyone to enjoy the upcoming sum- <br />mer and have a good time, so kids: operate <br />your machines in a safe manner and not on the <br />roadways or ditches. <br />PARENTS BE SURE YOUR CHILD IS AWARE OF <br />THESE CONDITIONS!!!! <br />-Officer Bob Kuhn <br /> <br />Council Minutes <br /> <br />COUNCIL MINUTES - MARCH 22, 1983. <br />The following motions are taken from the <br />Minutes of March 22, which have not yet been <br />approved by the City Council. Only those <br />motions which appear to be of interest to <br />Ramsey residents appear here, for a complete <br />record of the Meeting, please see the minutes <br />at City Hall. <br />Voting record: For-Against-Abstaining <br /> <br />Resolution #83-20 was adopted unanimously <br />to continue to request the deletion of Site 'pi <br />from Anoka County's landfill inventory and to <br />submit an alternative to Site 'Pl. <br />Motion was approved 5-0 to approve Mr. <br />Harold Phelps' request for variance from <br />subdivision ordinance based on the findings of <br />fact which Council adopted 2/22/83. <br />Motion approved 5-0 to install a five <br />gallon insulated cooler with a paper cup dis- <br />penser at the Warming House and that the City <br />will provide paper cups for this dispenser. <br />Motion approved 4-0-1 to order Street <br />Improvement #83-1 as proposed and to assess <br />Street Improvement #83-1 out at 20% of the <br />cost involved to the City and to order pre- <br />parat~on of plans and specifications. <br />~otion approved 5-0 to call for bids for <br />Street Improvement #83-1 and that said bids <br />be opened at 11:00 am on April 22,1983. <br />Motion adopted 5-0 approving of the prelim- <br />inary project request for the use of 1983 <br />community development block grant funds to <br />be used in Development of Methane Energy for <br />Industrial Use. <br />Motion approved 5-0 to adopt Resolution #83- <br />23 authorizing the City of Ramsey to enter <br />into a joint powers agreement regarding Sur- <br />face Water Management with Burns Township, <br />Oak Grove, East Bethel, Anoka, St. Francis, <br />Ham Lake, Andover and possibly Coon Rapids <br />and further to appoint Councilmember Al Sorte- <br />berg to serve as Ramsey's representative on <br />this Surface Water Management. <br />Motion approved 5-0 to adopt Resolution <br />#83-21 stating that due to economic conditions <br />structure of businesses and the fact that no <br /> <br />Parents, do you realize what can happen if <br />your front window gets shot out? It can cost <br />you two hundred dollars and more to replace. <br />Even if you have insurance your deductible <br />will be $100 of more. Take some time to ex- <br />plain the new responsibility the gun owner <br />has, and supervise your child's shooting. <br />You will both have fun. If you should <br />ever witness an act of vandalism, execute <br />your responsibility as a citizen of this <br />community and talk to the violators parents <br />or contact the police. Remember this could <br />happen to you just as easily, wouldn't you <br />want your neighbor to be a responsible person <br />too? <br /> <br />-officer Bob Kuhn <br /> <br />RECREATIONAL <br />VEHICLES <br /> <br />Now that spring-like weather has finally <br />arrived, we are starting to see more and more <br />motorcycles/mini-bikes roaming around. One of <br />our main problems each year is the illegal use <br />of these machines by underage drivers on road- <br />ways and ditches. We realize the operation of <br />such vehicles is exciting and just plain fun, <br />however everyone must be aware of the laws re- <br />gulating these vehicles. These laws will be <br />enforced for the protection and safety of all. <br />Operation of these vehicles registered (license <br />plates). This does not apply to vehicles being <br />operated on private property. If the vehicle <br />is being operated on private property, you <br /> <br />petition has been received by the City, the <br />sewer connect~on proposed on State H.y. #10 is <br />being delayed and will not be extended as pro- <br />jected. Further, that a copy of said resolu- <br />tion be forwarded to the Hazardous Waste Mgmt. <br />Board. <br />Motion passed 5-0 to ammend Resolution #83- <br />10, Paragraph 2h to read as follows: That the <br />structure, tower and guy wires on the site be <br />surrounded by an 8' fence. (this refers to the <br />Cable TV tower.) <br />Motion approved 5-0 to purchase a flail <br />mower from Long Lake Ford Tractor in the amount <br />of $1,829.00. <br />Motion approved 5-0 to approve the purchase <br />of a used asphalt roller from Mr. Jon James <br />for $1,000.00. <br />Motion approved 5-0 to declare the following <br />pieces of City equipment as surplus property: <br />a) 1971 Dodge 2t ton dump truck with steel <br />dump box. b) one way plow for above truck <br />with mounting carriage. It is further directed <br />that an ad be placed in the official newspaper <br />and the Minnesota League of Cities publication <br />advertising the above equipment. <br />Motion approved 5-0 to advertise for a light <br />equipment operator. <br />Motion approved 5-0 to advertise for price <br />quotes for rabies shots at the spring pet <br />clinic. <br />Motion approved 5-0 to enter into renewing <br />the fire contract with the City of Elk River <br />for 1983 and authorizing the Mayor and City <br />Administrator to sign said contract. <br />For a list of liscenses that were approved <br />see the Minutes at City Hall <br />Motion passed 5-0 to approve the payment of <br />bills for the month of March, 1983 in the <br />amount of $196,278.09. <br />Motion adopted 5-0 to adopt Ordinance #83-2 <br />requiring all off-sale and on-sale beer <br />distributors have proof of financial responsi- <br />bility (dram insurance) on or before 4/1/83, <br />if not, license is revoked. <br />Motion approved 5-0 to recognize Flag Day <br />by donating a City Flag to Columbia Arena and <br />Ramsey Elementary School. <br />Motion approved 5-0 to adopt Resolution <br />#83-29 ordering the improvement and prepara <br />tion of plans and specifications and the cal- <br />ling for bids for Street Improvement Project <br />#83-2 (167th Ave., Cty Rd 5 to Jasper). <br /> <br />HELP <br />WANTED <br /> <br />I <br /> <br />CITY OF RAMSEY <br />Accounting/nata Processing Clerk ! <br />Responsibilities include accOJn:s payable, <br />accounts receivable, payroll, acco~nting files, <br />special asse~s.ents, data entry on co.p~ter <br />terminal, and work with co.puter service.
