COUNTY UPDATE

In late 1982 Anoka County was informed that
the Minnesota Department of Economic Security
was accepting proposals for funding of selected
alternative energy projects.
The Mayors of Ramsey and Anoka, Anoka County
Staff, and the Anoka County Community Action
Agency formed a committee to develop a grant
application for the utilization of the methane
gas at the Ramsey Landfil~. Mr. Gene Walters,
President of Waltek, Inc., 14310 Sunfish Blvd.
was contacted regarding his interest in parti-
cipating in a project that would provide met-
hane gas to his company. Waltek, Inc., is
a quality,custom investment casting company
and uses a substantial amount of electricity
each month. The project application submitted
to the MInnesota Department of Economic
Security included the extraction of the met-
hane from the landfill, pumping the gas
through an underground pipeline to the Waltek
property, providing a low-interest loan to
Waltek, lric., to purchase two 85KW generators
which will be located on his property. Waltek
will also be able to use the waste heat pro-
vided by the generators to heat a significant
part of his building. The Minneosta Dept. of
Economic Security awarded this project
$100,000. The total cost will be approximately
$204,000, of which $100,000 will come from the
Dept. of Economic Security grant with the re-
maining funds to be provided on a loan basis
to the project from Community Development Block
Grant Programs from the Cities of Ramsey,
Anoka, and Anoka County.
Althou9h final agreement had not been com-
pleted on the project, it is proposed that
Waltek would be charged a reduced rate for
the methane gas applied to the generators.
The rate paid by Waltek will go to payoff the
loans to the Cities and County with an antici-
pated payback of the loans in approzimately
three years. In accordance with the proposed
agreement, Waltek would provide approximately
10 new, low and moderate income jobs. It
is also anticipated that the excess electricity

[!]

produced by the generators when not used by
Waltek ~ill be sold to the United Power Assoc..
Anoka County, along with the Cities of Anoka
and Ramsey, has been studying the feasibility
of of methane production at the Ramsey Landfill
for the last couple of years. A feasibility
study of recovery of methane from the landfill
prepared by Emcon and Associates indicated
that the landfill produces approximately 1.5
million cubic feet of landfill gas per day.
The generators located on the Waltek property
would yse approx. 120,000 cubic feet of land-
fill gas per day. The pipeline to the Waltek
property will be designed in such a manner to
allow for additional users to be hooked up in
the future.
According to the schedule established, it
appears that Waltek may be generating its own
electricity by August 1, 1983. The City of
Ramsey, City of Anoka, and Anoka County are
pleased to have the opportunity to take the
methane gas which is now being flared, or
dissipating, in the atmosphere and directing
that gas to an energy park with the creatiop
of new industry, additional jobs and tax
base for the community.
MINNESOTA HOMEOWNERS PROPERTY TAX REFUND

The Anoka County Staff will be available
April 28, 1983 from 1:30 pm to 4:00pm at
Ramsey City Hall to assist senior citizens
and disabled in the preparation of the
1982 Minnesota Homeowners Property Tax Refund
that virtually all of you will be entitled
to ~gain this year.
