<br />COUNTY UPDATE
<br />
<br />In late 1982 Anoka County was informed that
<br />the Minnesota Department of Economic Security
<br />was accepting proposals for funding of selected
<br />alternative energy projects.
<br />The Mayors of Ramsey and Anoka, Anoka County
<br />Staff, and the Anoka County Community Action
<br />Agency formed a committee to develop a grant
<br />application for the utilization of the methane
<br />gas at the Ramsey Landfil~. Mr. Gene Walters,
<br />President of Waltek, Inc., 14310 Sunfish Blvd.
<br />was contacted regarding his interest in parti-
<br />cipating in a project that would provide met-
<br />hane gas to his company. Waltek, Inc., is
<br />a quality,custom investment casting company
<br />and uses a substantial amount of electricity
<br />each month. The project application submitted
<br />to the MInnesota Department of Economic
<br />Security included the extraction of the met-
<br />hane from the landfill, pumping the gas
<br />through an underground pipeline to the Waltek
<br />property, providing a low-interest loan to
<br />Waltek, lric., to purchase two 85KW generators
<br />which will be located on his property. Waltek
<br />will also be able to use the waste heat pro-
<br />vided by the generators to heat a significant
<br />part of his building. The Minneosta Dept. of
<br />Economic Security awarded this project
<br />$100,000. The total cost will be approximately
<br />$204,000, of which $100,000 will come from the
<br />Dept. of Economic Security grant with the re-
<br />maining funds to be provided on a loan basis
<br />to the project from Community Development Block
<br />Grant Programs from the Cities of Ramsey,
<br />Anoka, and Anoka County.
<br />Althou9h final agreement had not been com-
<br />pleted on the project, it is proposed that
<br />Waltek would be charged a reduced rate for
<br />the methane gas applied to the generators.
<br />The rate paid by Waltek will go to payoff the
<br />loans to the Cities and County with an antici-
<br />pated payback of the loans in approzimately
<br />three years. In accordance with the proposed
<br />agreement, Waltek would provide approximately
<br />10 new, low and moderate income jobs. It
<br />is also anticipated that the excess electricity
<br />

<br />produced by the generators when not used by
<br />Waltek ~ill be sold to the United Power Assoc..
<br />Anoka County, along with the Cities of Anoka
<br />and Ramsey, has been studying the feasibility
<br />of of methane production at the Ramsey Landfill
<br />for the last couple of years. A feasibility
<br />study of recovery of methane from the landfill
<br />prepared by Emcon and Associates indicated
<br />that the landfill produces approximately 1.5
<br />million cubic feet of landfill gas per day.
<br />The generators located on the Waltek property
<br />would yse approx. 120,000 cubic feet of land-
<br />fill gas per day. The pipeline to the Waltek
<br />property will be designed in such a manner to
<br />allow for additional users to be hooked up in
<br />the future.
<br />According to the schedule established, it
<br />appears that Waltek may be generating its own
<br />electricity by August 1, 1983. The City of
<br />Ramsey, City of Anoka, and Anoka County are
<br />pleased to have the opportunity to take the
<br />methane gas which is now being flared, or
<br />dissipating, in the atmosphere and directing
<br />that gas to an energy park with the creatiop
<br />of new industry, additional jobs and tax
<br />base for the community.
<br />MINNESOTA HOMEOWNERS PROPERTY TAX REFUND
<br />
<br />The Anoka County Staff will be available
<br />April 28, 1983 from 1:30 pm to 4:00pm at
<br />Ramsey City Hall to assist senior citizens
<br />and disabled in the preparation of the
<br />1982 Minnesota Homeowners Property Tax Refund
<br />that virtually all of you will be entitled
<br />to ~gain this year. As in past years, all
<br />the necessary forms and applications for the
<br />1982 Minn. Homeowners Property Tax Refund will
<br />be available to you.
<br />It will be necessary that you bring the
<br />"State Copy" of your 1983 real estate tax
<br />statements; the tax credit form cannot be
<br />processed without it. If you have received
<br />the gold colored forms from the State, bring
<br />them with you; otherwise, copies will be
<br />available. Also, record your total household
<br />income received in 1982, including Social
<br />Security, interest, other retirement income1etc.
