<br />OPEN LETTER <br /> <br />t <br />t <br />t <br /> <br />HOURS t <br />Sunday - Thursday 11 A.M.-10 P.M. <br />Friday & Saturday 11 A.M.- 1 A.M. <br /> <br /> <br />t t <br />t t <br />t t <br /> <br />"AN END TO THE RUMORS" <br /> <br />I appreciate the calls I have been <br />inundated with regarding sewer and <br />water...attempts to varify the fal- <br />lacies being spread through the City <br />by a group of people looking for a <br />cause to rally behind is a sure sign <br />of intelligence. <br />I don't think I've ever seen so <br />much twisting of statements, ridicu- <br />lous accusations and quotes taken <br />out of context as I've seen being <br />done by a group of residents. <br />That someone gets a charge out of <br />telling senior citizens that the <br />COUNCIL is going to connect them to <br />water and sewer next week and cal-. <br />lously throw them out in the street <br />is SICKENING! <br />More unjust is the attempts to <br />blame Bob Muller of bringing out <br />the sewer line so he can build a <br />shopping mall. There are very few <br />people in Ramsey (I can't think of <br />any) who have done SO much for our <br />fellow residents and this callous <br />disregard for his reputation is a <br />sign of the lengths people will go <br />to for attention. To set the record <br />straight, Bob has dedicated one acre <br />and a quarter of a million dollars <br />to utilize the latest technology in <br />on-site systems SIMPLY TO ELIMINATE <br />THE NEED TO EVER HOOK UP TO SEWER! <br />Unfortunately, I have to admit <br />that none of the Councilmembers own <br />any land at the intersection Highway <br />#47 and Industrial Blvd. If I did <br />own acreage in undeveloped areas of <br />Ramsey I'd probably save it for the <br />100 foot stacks we're planning on <br />using to turn Ramsey into 'Visions <br />of Pittsburgh'. <br />And also for the record, none of <br />us are being fed through the back <br />door by corrupt developers (we're <br />still slaving away like the rest <br />of you), nor are we attempting to <br />'cover' things until they become <br />reality. Either lit' <br />is a fire or we have a Berlin Wall <br />erected that can stop the Metro Council <br />from pushing this pipe through. Sewer <br />pipes actually move very slowly. The <br />point to consider is 'Where is it go- <br />ing?' Ramsey is in the delectable <br />position of being the northwest border <br />of the Metro Area...there's no one <br />beyond us waiting for that pipe. <br />Another point to give thoughtful <br />consideration to is 'flowage'. There <br />does not happen to be a DEMAND for <br />flowage capacity. At this point in <br />time, Brooklyn Park, Coon Rapids, <br />Champlin, etc. all still have areas <br />which are not sewered. <br />Another cute one is 'country atmos- <br />phere'. I too love my little area <br />and want to keep it 'my little acre' , <br />not my 'little ~ acre'. But although <br />we all love space we are also spoiled <br />into wanting better parks, more ball <br />fields, better road maintenance, <br />police protection, air raid sirens, <br />a fire department, convenient shop- <br />ping, bus lines, places for our chil- <br />dren to live and work, etc. etc. The <br />list of City conveniences that we <br />desire goes on and on. <br />If you take a good look at what the <br />City of Ramsey is doing you will dis- <br />cover that we are trying to make it <br />all possible. By careful planning, <br />we will be able to create the tax <br />base necessary for some of our desires <br />and STILL keep our 'little acres'. <br />By looking at Ramsey's past <br />record you will discover that we run <br />one of the best planned and most <br />efficient cities in the State of <br />Minnesota. Our careful planning and <br />conservation has avoided mistakes <br />made by other cities in the past. <br /> <br />If you take a look at your Council- <br />members you wil~ find a group of fiVe <br />residents who put mountains of time <br />into considering the BEST INTERESTS <br />OF RAMSEY AS A WHOLE. Unfortunately, <br />none of us were born in Heaven and <br />that leaves us subject to human error <br />...but we try! If you're unsatisfied <br />with our decisions then by all means <br />...don't vote for us. By the same <br />token...don't threaten our children <br />wi th violence as some have. Children <br />don't understand such childishness <br />in adults. <br />Please keep in mind, before you <br />press the panic button, to contact <br />City Hall or your representatives <br />the next time people try to cause <br />a mass riot in Ramsey simply to full- <br />fill their cravings for attention... <br />we give out FACTS not falacies. <br />For our part we will use the Resi- <br />dent to keep you abreast of the <br />latest developments as they take <br />shape. There are also maps avail- <br />able at City Hall showing proposed <br />sewer development within Ramsey. <br /> <br />done with the Resident was a pretty <br />asinine move. <br />And now for some facts: <br />In the early 1970's, the City <br />began properly planning for the <br />development of an Urban Service <br />Area. That planning consisted of <br />first insuring that the metro in- <br />terceptor served Ramsey as it <br />serves other cities in the Metro <br />Area. (The construction of that <br />facility is strictly the responsi- <br />bility of the Metropolitan Waste <br />Control Commission.) <br />The second phase of that planning <br />was to not allow development that <br />would prematurely create a need <br />for sewer in Ramsey. <br />Certain developments in the Urban <br />Service Area were delayed because <br />of the forthcoming availability of <br />City sewer, which at one point was <br />anticipated as early as 1980. <br />At present, the proposed sewer <br />service area (1983) does not in- <br />clude any plans for sewer in a res- <br />idential development. The earliest <br />plan for sewer in a residential <br />area includes the developments of <br />Ramsey Terrace and Flintwood Hills <br />which is tentatively set for 1988. <br />BUT THERE ARE NO INTENTIONS ON THE <br />PART OF THE RAMSEY CITY COUNCIL TO <br />SEWERTHESEDEVEWP~TSORANY <br />OTHER EXISTING ONES even at that <br />time...unless a DEFINITE NEED is <br />established. <br />DEFINITE NEED would be septic <br />system failures or contaminated <br />wells. <br />The City assessment ordinance is <br />being established at this time to <br />further insure proper planning for <br />the City of Ramsey. This ordinance <br />will not only protect the citizens <br />of Ramsey but will require those <br />individuals planning development in <br />the Urban Service Area to finance <br />the project COMPLETELY. <br />For the majority of the residents <br />of Ramsey I would say that you'll be <br />dead before the pipe gets to your <br />house but I know that statement would <br />be misinterpreted to mean we're plan- <br />ning a Jamestown Massacre in the near <br />future.
