City Council Policy Due to the increasing number of items being placed on the City Council agenda a policy had to be estaplished regarding the handling of these items. On October 28, 1981 the Council passed Resolution #81-178 which outlines their policy. The following is Resolution #81-178: WHEREAS, Councilmember Reimann stated that he wanted a policy on controlling the Council agenda; and WHEREAS, the Ramsey City Council agreed that there had to be a written policy regarding the submitting of cases to the Council ag~nda. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA, as follow,s: 1) In order for an item to be placed on the Council agenda the following must be accomplished: a) All items for the Council agenda must be submitted to the City Administrator/Deputy City Clerk five working days prior to the Council meeting. b) Citizen/Consultant must have all back work completed to the item he wants to place on the agenda. c) If City Staff has to prepare technical report, the item will be held in abeyance until it is completed in accordance with this policy. Exception will be if City Administrator deems it is not necessary to hold an item up for technical report from City Staff members. 2) Citizen Input - This part of the agenda provides for citizens to file a - protest or make-suggestions in the operation of the City. It is not meant, hOUjever, that Council will take official action during Citizen Input. The following policy is hereby established: a) Citizens who appear before the Council at Citizens Input who have an item which will require official Council action will be handled as follows: 1) Citizens complaint that will require official Council action but does not require any research work 'will be referred as an add on to the Council agenda and will be acted on when Council reaches that case. 2) Citizens complaints that will require official Council action and will require research work will be referred to City Staff to be placed on the next Council agenda when the appropriate documents are available for Council review in the taking of their action, b) Councilmembers and staff members who bring items before the City Council will be handled in the same manner as provided for a citizen in paragraph 2a above. c) Under no circumstances will Council take official action during the period allotted for Citizen Input such as adopt a motion or enact a resolution/ordinance. 3) It is directed that this resolution be posted in the City Hall and that it be published in the next City newsletter. Alexandra House Provides Services The Anoka County Task Force for Battered Women was formed in 1977 to develop resources, improve services, and to speak for abused women across the county. Today the Alexandra House provides round the clock shelter and support to victims of family violence. The Alexandra House is a non- profit organization dedicated to helping women and children who are involved in a abusive relationship. The Alexandra House provides the following: personal advocacy, shelter, women and adolescent support groups, child advocacy, community education and educational workshops. You can help! The Ramsey Jaycee Women will be participating in a program geared to children, parents and teachers concerning the subject of child abuse. The Illusion Mime Theatre will present their production called "Touch" in early February. More details to follow.
