Jaycee Women Begin

New Year

The Ramsey Jaycee Women are off to a
good start on what will be a year of per-
sonal growth for each and every member.
The newly-elected President, Brenda
Bauerkemper, has chosen the theme
"Bloom and Grow" for her year. She
plans to place special emphasis on the in-
dividual member, while doing a few
select community service projects. .
Along this line we will be completing a
Personal Dynamics course, covering goal
setting and starting a diet and exercise
program to coincide with the Minnesota
Jaycee Women Today's Woman program
area. While attending the summer state
meeting in July, information was obtained
concerning' Toxic Shock Syndrome and
passed along to all members. Every
woman 13~47 should become aware of the
symptoms of TSS. For a free copy of these,
contact Sharon at 427-4262.
On the lighter side, we have several
social gatherings planned. In August we
will be bowling, roller skating possibly in
November, skiing in March, plus others
yet to be planned. We are also trying to ar-
range many guest speakers for our mon-
thly meetings. Any suggestions would be
appreciated, as all meetings are open to
anyone interested.
Out children are still VIP's. During.
winter break we plan to take them to the
Touch and See Museum. During spring
break we will plan another outing.
An area we are continuing to support is
Alexandra House, battered women's
shelter in Anoka County. Last year we
donated $100 and children's clothing to
them. They are in need of dressers, kit-
chen chairs, high chairs, wooden play
pens, cribs, linens (particularly towels
and wash cloths!. living room chairs, a
~fa, and infant clothing. If you can. help
m the cause, please contact Bonnie at
753-4177.
Clothing was also donated to the Anoka
State Hospital. There is a continuing need
here also, so let us know if you can help.
We had a bloodmobile in early June.
Unfortunately, school was out and many
people were on vacation, so we didn't
reach our goal. We will be having another
Bloodmobile on February 18 at City
Hall, so mark it on your calendar now.
On September 28, we will be having a
Membership Social in an effort to increase
our numbers. This will be some. type of
program (silly supper, mystery night,
crafts, etc.), refreshments and an orienta-
tion explaining what Jaycee Women is
and what we do. If you're interested,
please call Brenda at 421-6056 or Sharon
at 427-4262.
Please let us know if there is a need in
the community we can fill.
Laws Regarding Operation of Recreation.al Bikes

It seems we are encountering a new crop of persons, young and nearly young,
who haven't heard about the city's policy concerning motorcycles (mainly "dirt-
bikes" and mini-bikes) and other recreational vehicles. At least this is what they tell
us when they are stopped by the squads! So, for the uninformed or forgetful, and
because it's summertime, here we go again.
U:nder state and !ocal laws, no moto~ vehicle can be operated upon a highway
(mam travelled portion of the roadway, hke, pavement or gravel) unless it is current-
ly registered and properly equipped (lights, horn, brakes, turn signals, etc.). No
motor vehicle, properly equipped, registered or otherwise, can be operated on the
right-of way (this means from the roadway edge, up to and including the far side of
the ditches). Generally, anything beyond the far side of the ditch it private property.
Any person operating a motor vehicle on a highway must be properly licensed for
the vehicle he or she is operating. No recreational vehicle (motorcycle, all-terrain
vehicle, four wheel drive vehicle, snowmobiles, etc., etc.,) can be operated on
private property without written permission from the owner of the property.
The written permission must be in the operator's possession while present on the
land.
It is our department policy to cite into court all persons who are in violation of
these laws and, if necessary due to circumstances, to tow the vehicle to an impound
lot. .
.Why i~ all of this necessary? Well, f?r year~, since 1971 anyway, we generally
tned to Ignore the passage of cycles, m partIcular, and ATV's while they were
enroute to field areas to enjoy themselves. All we asked was that the riders go very
slowly in the ditches, turn power down when crossing driveways, push their
machines across the streets, and keep them muffled. Unfortunately, an ever increas-
ing number of machines appeared totally nmuffled with their riders dressed like Mr.
Kneivel and trying to be like him also. They seemed to take a perverse pleasure in
eroding driveways and road edges; they leaped halfway over the streets oblivious to
the safety of others, in particularly the very young kids, and, in general, acted
dumb!! The ditches became race tracks and any piece of land without a house was
alive with 200 pound bumblebees roaring at 110 decibels for hours. Therefore, due
to a greatly increased number of complaints, we have had to take the route of com-
plete enforcement of the existing laws. We started last year and will continue. So, to
those parents whose kids have the types of vehicles I have been talking about (and
for four wheelers!. I humbly request that you monitor their actions for the sake of
the majority of the citizenry of Ramsey and for your own pocketbooks. Tow bills and
time out of work for court appearances are expensive. Everyone' s cooperation will
be much appreciated.

Thank you/
