<br />Yes, there rllally is an ANOKA COUNTY HUMANE
<br />SOCIETY. We organized last June, 1979. There are
<br />snme miscnnceptinns abnut our purpnse, however.
<br />Mnst people believe that our putpnse is tn maintain a
<br />shelter for unwanted and hnmeless animals. This is
<br />not a requirement. under Minnesnta State Law.
<br />Annther miscnnception is that we are given funding by
<br />the state tn run our organization.
<br />In reality we are required by law only to do basically
<br />two things:
<br />A. Investigate cruelty complaints~
<br />B. Educate the public.
<br />Tn alter miscnnceptinns, we need people to know
<br />that we receive NO funding frnm the State-owe pay
<br />them a small fee each year tnbe a part of them. All
<br />mnney we receive is earned through our nwn efforts in
<br />fund raising, donatinns and membership fees. This
<br />mnney is used for training, educatinnal supplies and
<br />equipment, mailing and publicity fees.
<br />Because we must raise our own funds to exist, we
<br />are possibly a long way from having our own shelter.
<br />The state does not require a shelter, but they would
<br />not prevent us from having one. Therefore, a shelter
<br />and a well run humane society is essentially us to the
<br />people: of Annka County--tntally vnluntary. If you care
<br />tojoin with us through organized effort, we can raise
<br />funds and expand with more volunteer talent added to
<br />what we have now. This is the only way we will grow.
<br />Right now we have one trained investigator who
<br />handles our neglect and cruelty complaints. We will
<br />be needing more people to volunteer to be trained in'
<br />this part of our program.
<br />Our second requirement is to educate the public. At
<br />this time our goal is small. We 'have begun a school
<br />program involving grades K through 3. We narrowed
<br />our goal to include this group only because at this
<br />time our manpower Ivolunteer pool is yet small in
<br />education. As we receive more volunteer support in
<br />education, we can expand to the higher grades and
<br />more varied groups.
<br />We are small in number--75 members with 10-12
<br />active volunteers from the membership. We work hard
<br />and care a great deal. Our job is not easy and has
<br />setbacks and frustrations. The animal problems are
<br />very real though, and we believe our group will
<br />expand and overcome them. We are succeeding, one
<br />small goal at a time.
<br />We welcome everyone to join the challenge and
<br />work with us in lessening the animal problems and
<br />. silent suffering that exists within our county, and
<br />surrounding areas. This line of volunteer work is not
<br />especially easy, but it is challenging and needed. We
<br />have got to have your help in order to maintain
<br />existence and to grow. You can make a lot of
<br />difference!

<br />In addition to membership, we are looking for
<br />volunteers in several areas. such as:
<br />1. Investigating 421-5017 (Training would
<br />be given)
<br />2. Fund Raising 421-7545 or.427-7567
<br />3. Temporary drop spots for aluminum
<br />donations 421-9511 (Different locations
<br />are needed for drop offs until our person
<br />can collect it--usually 36-48 hours)
<br />4. Education 434-6421
<br />(We need people to volunteer for training
<br />to present our ed. program to classrooms
<br />K-3 grades. hours can be flexible)

<br />OUR ROADWAYS
<br />
<br />With the hint of spring in the air there will
<br />be an increasing number of motorcycles,
<br />minibikes, all-terrain vehicles, etc. in
<br />operation in the ditches and along the
<br />shoulders of the roads in the City. It will be
<br />necessary to increase enforcement of
<br />Minnesota Statute 169.18, Subdivision 1
<br />which allows vehicle traffic. only on the
<br />right hand portion of the roadway. The
<br />roadway is defined as that portion of the
<br />highway normally used for vehicular traffic.
<br />In other words, it is illegal to. operate a
<br />motor vehicle along the shoulder of the
<br />highway or anywhere from the road ~dge to
<br />the outer limits of the right-of-way. Vehicles
<br />being operated in violation of this statute
<br />will be stopped and the operator tagged. If
<br />circumstances warrant it, the vehicle will be
<br />
<br />towed from the scene and taken to a police
<br />impound lot.
<br />It has been necessary to take this action
<br />due to the illegal operation of motor
<br />vehicles by careless, loud and
<br />unreasonable operation by drivers who
<br />apparently have no respect for life or
<br />property, even after repeated pleas by the
<br />police and general citizenry for moderation.
<br />One does not have to drive very far in the
<br />City of Ramsey to observe the damage and
<br />erosion to streets and driveways. This
<br />damage, coupled with the complaints of
<br />noise caused by unmuffled or inadequatelY
<br />muffled machines, has led to this action.

<br />RAMSEY YOUTH ATHLETIC
<br />ASSOCIATION
<br />
<br />Ramsey Youth Athletic Association (RY AA) has
<br />ordered equipment for the up coming baseball and
<br />softball season. We have ordered equipment for 9
<br />baseball, 2 Babe Ruth teams, 4 softball teams, and 2
<br />junior high softball teams. This program is offered to
<br />youth in 3rd through 9th grade.
<br />Registration dates have not been set. The youth will
<br />be receiving information on registration dates in early
<br />April through school. Registration for these programs
<br />. will be held at the Ramsey Cqmmunity School. These
<br />programs are the same programs offered by the
<br />Anoka Youth Athletic Association (AYAA).
<br />Plans are being made for the baseball and softball
<br />season. Coaches will be needed, Anyone willing to do
<br />coaching please indicate so at registration time.
<br />Anyone willing to volunteer to serve as or assist as
<br />director of the baseball and/or softball teams please

<br />We are continuing to contact businesses for
<br />donation.s. We will accept donations from individuals.
<br />Donations can be mailed to: RY AA 15220 St. Francis
<br />Boulevard, Anoka, Minnesota 55303. These
<br />donations are tax deductable.
<br />Through the generosity of local businesses we have
<br />raised over $4000 towards a $20,000 goal for the
<br />purChase of equipment for the sports we will be
<br />offering. These sports are baseball. softball, soccer.
<br />basketball and football.

<br />Monday of each month at Ramsey Community School.

<br />CUB SCOUT PACK 376
<br />
<br />Pack 376 held their 4th annual
<br />Father/Son Bowling Tournament on March
<br />8, 1980 at the Super Bowl in Ramsey.
<br />Trophies were given at the March 20, 1980
<br />pack meeting for the den champs.
<br />The annual Scout Show was held at
<br />Anoka Ramsey Community College on
<br />March 29, 1980 from 1 to 5 p.m. The theme
<br />this year was American History. Pack 376
<br />
<br />had chose to churn butter and make ice
<br />cream for their project at the show.
<br />The pack meeting on April 24,1980 will be
<br />devoted to bicycle safety. The meeting will
<br />begin at 6:30 p.m. at Lord of Life Church.
<br />A family picnic for the May 22, 1980
<br />meeting has been planned. That will also
<br />begin at 6:30 p.m.
