<br />REAL ESTATE TAXES <br /> <br />As all landowners in the City are aware they have now received <br />their tax statements for 1977 which represent quite large <br />increases in total tax dollars. The obvious reaction by tax- <br />payers is the local units of government have greatly increased <br />their budgets therefore requiring more tax dollars. The increases <br />this year however are not necessarily a result of large increases <br />in local spending. The City budget did increase for 1977, however, <br />at a much more moderate rate than what the tax statements reflect. <br />The City of Ramsey mill rate for 1976 was 7.68 compared to 10.70 <br />for 1977; the major areas of increase in .the City's budget was <br />in police protection when it went to 16 hours service doubling <br />the 1976 coverage and going to a full time community school p'rogram <br />which also doubled the Ci~y's expenditure in this area. The <br />major reason for the increased tax this year is a mandate at the <br />State level which requires assessors at all levels of government <br />to increase assessed valuations to become more in line with actual <br />market values based on recent land sales. The County Assessor, <br />Gayle Leone, has indicated that Ramsey's assessed valuations are <br />near the State recommendation however are still on the low side; <br />and it can be expected that the City will be forced to irtcrease <br />assessed valuations again next year. For taxpayers information <br />below are comparison tables for Ramsey tax dollars; one showing <br />the municipal mill rates for all cities within Anoka ~ounty.
