None. <br />7. COUNCIL BUSINESS <br />7.01: Adopt Resolution #25-128 Approving Change Order No. 3 for Improvement Project <br />#21-09, Centralized Water Treatment Plant <br />City Engineer/Public Works Director Westby reviewed the Staff report in regard to the change <br />order for the water treatment plant. <br />Mayor Heineman shared that the Council had a robust discussion on this topic during the Work <br />Session. <br />Motion by Councilmember Peters, seconded by Councilmember Specht, to adopt Resolution #25- <br />128 approving Change Order No. 3 for Improvement Project #21-09, Centralized Water Treatment <br />Plant. <br />Further discussion: <br />Councilmember Riley said he will not be supporting this change order. He said he is supportive of <br />the project getting finished, but not for the added time and costs that this change order brings. <br />Councilmember Specht noted that this was a $31,000,000 project, and this change order is a very <br />small percentage of the total cost, so he will be supporting this. He said things could have been <br />done better on all sides, including the City. He stated he wants to get this project done and done <br />well for the residents. <br />Councilmember Buscher stated she is looking forward to this project being completed and done <br />well. She said they are understanding of the fact that not everything goes perfectly according to <br />plan, especially with construction timelines. She noted that she is looking forward to this project <br />being completed and being done well. She thanked the construction and engineering teams for <br />participating in a robust discussion at the Work Session. <br />Councilmember Olson said he will be supporting this change order; however, not without <br />hesitation. He noted that in the grand scheme of things, the right thing to do is to move forward <br />with this. <br />Mayor Heineman added that he also will not be supporting this. <br />Motion carried. Voting Yes: Councilmembers Peters, Specht, Buscher, Olson, and Stewart. <br />Voting No: Mayor Heineman and Councilmember Riley. <br />7.02: Adopt Resolution #25-175 Approving Engineering Amendment No. 3 for <br />Improvement Project #21-09, Centralized Water Treatment Plant <br />City Council / July 22, 2025 <br />Page 4 of 6 <br />
