54 <br /> <br /> <br /> <br />Metropolitan Council Submission <br />future conditions for each mode and identified safety, operations, and network improvements that <br />will be important to address over the 2040 planning horizon. The city has also developed goals and <br />strategies to preserve and improve the transportation system. <br /> <br /> <br />Transportation Glossary <br />CIP: Capital Improvement Plan – five year plan for capital investments in the transportation system <br />and in other capital assets owned by the city (equipment, buildings, etc.). <br />CR: County Road – county-owned roadway that does not receive State funding. <br />Critical Crash Rate: Statistical indicator of a safety problem at a location. If crash rates at a <br />location are above the critical crash rate, it indicates that the location has a crash rate that is <br />statistically significant compared to similar roadways. <br />CSAH: County State Aid Highway – county-owned roadway that receives State Aid funding. <br />MnDOT: Minnesota Department of Transportation. <br />RBTN: Regional Bicycle Transportation Network – existing and planned regional bicycle network <br />established by the Metropolitan Council. <br />TH: Trunk Highway – State highway owned and operated by MnDOT. <br />TPP: Transportation Policy Plan – Regional transportation plan for the Twin Cities metropolitan <br />region, developed by the Metropolitan Council. <br /> <br />This transportation plan includes the following information: <br />1.
