All permits are <br />available and should be submitted at: <br />https://olpa.dot.state.mn.us/OLPA/. Please upload <br />this letter when applying for any permits. For <br />questions regarding permit submittal requirements, <br />please contact Buck Craig of MnDOT's Metro District <br />Permits Section at 651-775-0405 (cell) or <br />buck.craigPstate.mn.us. <br />Anoka County Traffic <br />1. <br />The north access to CSAH 5 (Nowthen Blvd) does <br />not meet our access spacing guidelines for full (or <br />secondary) access. We believe this should be a <br />right in/right out only access with a NB CSAH 5 <br />right turn lane. <br />2. The south access to CSAH 5 should have a <br />separate NB right turn lane to eliminate the lane <br />trap that currently exists. The NB right turn lane <br />will need to be constructed to run alongside the <br />merge taper for the outermost NB thru lane. <br />3. We have some issues with when the traffic counts <br />were done, as winter has lower volumes and <br />January is not a good month to be using to <br />forecast data. <br />4. We would like to see an updated traffic model <br />reflecting the RI/R0 north access on CSAH 5 and <br />the gated access connecting to Cobalt St that <br />restricts traffic from entering and exiting this <br />access. <br />Public Comments and Responses <br />The project proposer will apply for <br />permits if additional work is done <br />that affects MnDOT right of way. <br />1. Noted, this has been updated in <br />the traffic study. The team is <br />willing to change the north <br />access to right in/right out. <br />2. Noted. The proposer will review <br />design options with the city and <br />county to determine the <br />appropriate site design. <br />3. Because January is not <br />historically one of the higher <br />traffic months, peak hour <br />volumes were looked at on the <br />study area roadways and <br />compared to MnDOT Annual <br />Average Daily Traffic (AADT) <br />counts. PM peak hour volumes <br />were between 8% and 10% of <br />M n DOT AADT volumes, <br />therefore it was assumed that <br />the traffic volumes were <br />reasonable, and no adjustments <br />were made. Additionally, for the <br />purposes of the EAW review, the <br />unit count is 10% higher than <br />the actual proposed project, so <br />the traffic count is in line with <br />the expected peak season <br />volumes. <br />4.
