Additionally, page 8 of the EAW states <br />that the applicant is supposed to list "all direct and <br />indirect forms of public financial assistance including <br />bond guarantees, Tax Increment Financing, and <br />infrastructure". <br />Despite these requirements, the Haviland Fields EAW <br />makes no reference to and does not address the <br />Business Assistance Application for Tax Increment <br />Financing (TIF) made to the City of Ramsey and <br />reviewed by the city of Ramsey Economic <br />Development Authority at their July 13, 2023 meeting. <br />Therefore, the Haviland Fields EAW does not meet the <br />EAW Content requirements established by Minnesota <br />Rule 4410.1100 and should not have been distributed <br />for public comment as it contains insufficient <br />information to adequately be reviewed by residents of <br />the community. The City Council should find the EAW <br />insufficient and require an additional public comment <br />period once the required information on public <br />financing is included within the EAW. <br />Sincerely, <br />Ramsey Resident <br />Haviland Fields EAW Comments: <br />1. In what ways will stormwater management <br />facilities be designed to reduce the risks of <br />flooding? <br />2. Currently the EAW shows that no trees will be <br />planted, however, wouldn't the City of <br />Ramsey require a certain number of trees to <br />be replanted at a minimum? IF so, how many <br />trees would that be? <br />3. The EAW indicates that a comprehensive plan <br />amendment, as well as various other <br />applications, would be applied for if needed. <br />Isn't the applicant or the City of Ramsey <br />aware of what applications are needed at this <br />time? Since a site plan has already been <br />submitted for review along with the <br />application for business assistance it seems <br />like the City of Ramsey and the applicant <br />should have at least some idea of what <br />permits are required for the project, such as <br />comprehensive plan amendment, and that <br />information should have been included <br />within the EAW. <br />4. Section 14.0 states that there will be minimal <br />tree removal, however, the EAW indicates <br />that 7.37 acres of wooded forested acres will <br />be removed constituting over half of the <br />1. Per section 10.a.iv, the <br />project is outside of FEMA <br />100-year floodplain areas; <br />therefore, minimal flood <br />risk is anticipated. <br />2. The landscape architecture <br />plan, including the tree <br />mitigation plan, will be <br />development as the project <br />moves forward. Per the City <br />of Ramsey Code of <br />Ordinances, Selective <br />removal of natural <br />vegetation is allowed, <br />provided that sufficient <br />vegetative cover remains to <br />screen cars, dwellings and <br />other structures when <br />viewed from the water. <br />3. Traffic analysis is completed <br />using a simulation to <br />represent actual conditions. <br />In the case of Iodine Street, <br />there are few turning <br />movements so the LOS is <br />impacted more significantly <br />if a single vehicle <br />experiences higher delay. <br />8.
