Commission member for its adoption: introduced the following resolution and moved RESOLUTION #06- 12- A RESOLUTION RECOMMENDING THAT THE CITY COUNCIL ENACT AN ORDINANCE TO AMEND CITY CHARTER SECTION 2.1 BY REQUIRING THAT THE CITY BE GOVERNED BY THE COUNCIL- MANAGER PLAN OF GOVERNMENT. WHEREAS, the Charter Commission has considered changing the City's form of government from a Mayor - Council Plan to a Council - Manager Plan known as Optional Plan B under Minnesota Statutes, Section 412.611 et. seq.; and WHEREAS, the Charter Commission has reviewed and compared the City's current form of government which is the Mayor - Council Plan with the Council- Manager Plan form of government; and WHEREAS, the Charter Commission has had input from a presentation by the League of Minnesota Cities, reviewed written material from the League of Minnesota Cities and has had input from City Staff on this subject. NOW, THEREFORE, be it resolved by the Charter Commission of the City of Ramsey as follows: 1. That it is in the best long range interest of the City that it be governed by the Council Manager plan of government known as Optional Plan B as established by Minnesota Statutes §412.611 et. seq. That the Charter Commission recommends to the City Council that it enact a charter amendment by ordinance in the form of the attached ordinance to amend City Charter Section 2.1 to provide that the City be governed by the Council- Manager Plan of government as defined by Minnesota Statutes, and that the effective date of said City Charter amendment be January 1, 2017. The motion for the adoption of the foregoing resolution was seconded by Commission member , and upon vote being taken thereon, the following voted in favor thereof: and-the following voted against the same: and the following abstained: and the following were absent: whereupon said resolution was declared duly passed and adopted by the Ramsey Charter Commission this day of December, 2006.
