Commission member introduced the following resolution and moved <br />for its adoption: <br />A RESOLUTION RECOMMENDING THAT THE CITY COUNCIL ENACT AN <br />ORDINANCE TO AMEND CITY CHARTER SECTION 4.5 BY REQUIRING THAT <br />ELECTIONS TO FILL CITY COUNCIL VACANCIES BE HELD ON REGULAR <br />MUNICIPAL ELECTION DAYS. <br />WHEREAS, the Charter Commission has discussed at its various meetings the concept of <br />amending the Charter procedure of filling City Council vacancies; and <br />WHEREAS, the Charter Commission finds that the conducting of special elections as times <br />other that on regular election dates does not constitute a true representation of the City's electorate. <br />NOW, THEREFORE, be it resolved by the Charter Commission of the City of Ramsey as <br />follows: <br />The motion for the adoption of the foregoing resolution was seconded by Commission member <br />, and upon vote being taken thereon, the following voted in favor <br />thereof: <br />and the following voted against the same: <br />and the following abstained: <br />and the following were absent: <br />whereupon said resolution was declared duly passed and adopted by the Ramsey Charter <br />Commission this day of December, 2006. <br />ATTEST: <br />1. That the Charter Commission recommends that the City Council enact a charter <br />amendment by ordinance to amend section 4.5 of the City Charter to provide that the <br />election to fill City Council vacancies be held on regular municipal election dates. <br />2.
