Council- Manager- Plan: <br />Minnesota Statistics and Trends <br />107 Minnesota cities currently operate under a home rule charter. Of those cities, <br />73 Cities have a Weak Mayor or Mayor - Council form <br />30 Cities have a Council- Manager form <br />4 Cities have a Strong Mayor - Council form <br />Types of Plans and Population Breakdown within Charter Cities <br />Weak Mayor or Mayor- Council Plan: <br />Administrative and legislative authority rests with the council. The mayor <br />generally has no greater or less power than any other member of the council. <br />councilmember holds any specific administrative powers. <br />Population breakdown of cities with the weak mayor plan: <br />0- 10,000: 53 cities Over 20,000: 6 cities, including Austin, Faribault, <br />10,000- 20,000: 14 cities Minneapolis, Owatonna, Rochester, and South St. Paul <br />Council has policy- making and legislative authority. However, administration of <br />government rests with the city manager. The city manager answers directly to the <br />council of administrative matters. <br />Population breakdown of cities with the council - manager plan: <br />0- 10,000: 7 cities 20,000- 30,000: 5 cities 40,000 - 50,000: 2 cities <br />Over 50,000: 5 cities, <br />including Bloomington, <br />Brooklyn Park,Coon <br />Rapids, Minnetonka, <br />Plymouth <br />10,000- 20,000: 8 cities <br />30,000- 40,000: 3 cities <br />In 1965, 30 charter and Plan B cities had a council - manager plan. Today, 46 cities <br />have adopted the council- manager plan. It appears that no city since 1964 has <br />abandoned the council- manager plan of govemment: <br />
