Strong Mayor - Council Plan: <br />Duluth <br />Northfield <br />Additional Random Facts <br />Least common of plans currently adopted by cities. The mayor is responsible to <br />the council for the operation of all administrative agencies. Generally, the mayor <br />can appoint and remove subordinates, but is not considered to be a council <br />member. However, the mayor may veto council legislation. The mayor also <br />prepares and administers the budget, subject to council approval. <br />4 cities currently have the strong mayor- council plan; <br />The charter city of Eagan is considering changing to the council - manager plan. <br />The city of Roseville is a Plan B city with a council - manager plan. Roseville <br />citizens rejected the proposed Roseville charter in the 2003 city election. <br />• In 1989, Sauk Centre and Jordan abandoned their charters to become Plan A <br />statutory cities. The city of lsanti also abandoned its charter for a Plan A form of <br />government in 1998.
