Assistant City Engineer Feriancek reviewed the staff report and recommendation, which <br />recommended City Council authorization to prepare plans and specifications for 2026 Pavement <br />Management Program projects. <br />City Engineer/Public Works Director Westby commented that as they continue to work their way <br />north, where ditches are more prevalent, they continue to receive comments related to ditches <br />holding waterfor long periods of time. He stated that residents ask why stormwater utility fees <br />are required to be paid when ditches are not being re-graded during street reconstruction projects. <br />He stated that staff more and more frequently need to meet with property owners to discuss <br />concerns related to ditches and potential drainage improvement projects. He stated the majority <br />of homeowners are just happy the roads are being fixed, but that some want all of the ditches re- <br />graded at the same time. He stated staff do adddrainage improvements to street reconstruction <br />projects, such as when there is the potential for homes to be flooded, but that wholesale re-grading <br />of ditches are not considered. Then during construction, staff will work with property owners who <br />voice drainage concerns on a one-on-one basis to address their concerns, if possible. <br />Councilmember Riley asked and received confirmation that they are continuing to address the <br />roads in the worst condition first. He referenced a street segment that appears to be part of a <br />neighborhood street reconstruction project and asked why that street is not included in the project. <br />Assistant City Engineer Feriancek replied that is a separate subdivision and the street was <br />constructed at a different time therefore this street is scheduled for repairs within the CIP at a later <br />date. <br />Motion by Councilmember Riley, seconded by Chairperson Olson, to recommend City Council <br />authorization to prepare plans and specifications for 2026 Pavement Management Program <br />projects. <br />Motion carried. Voting Yes: Chairperson Olson and Councilmember Riley. Voting No: None. <br />5.02: Consider Recommendation to City Council to Approve Plans and Authorize <br />Advertise for Bid for 2025 Pavement Skim Patching Project <br />City Engineer/Public Works Director Westby reviewed the staff report and recommendation, <br />which recommended City Council approval of plans and authorization to advertise for bids for a <br />2025 Pavement Skim Patching Project. <br />Motion by Councilmember Riley, seconded by Chairperson Olson, to recommend City Council <br />approval of plans and authorization to advertise for bids for a 2025 Pavement Skim Patching <br />Project. <br />Motion carried.
