6.01: Receive Updates on Improvement Projects, Studies, and Items of Interest <br />City Engineer/Public Works Director Westby provided an update on current and proposed City, <br />County, and MnDOT improvement projects and studies, and on other items of interest to the <br />Committee. <br /> <br />City Engineer/Public Works Director Westby provided additional details on the water treatment <br />plant project and related delays. <br /> <br />Councilmember Riley requested monthly updates on the Waterfront splash pad project moving <br />forward, as well as more detailed updates moving forward on the Water Treatment Plant project, <br />the Ramsey Gateway Highway 10 project, and the 2027 MnDOT Highway 10 mill and overlay <br />project. <br /> <br />City Engineer/Public Works Director Westby presented a short video clip of staff using the new <br />19” wood chipper on emerald ash borer infested trees removed from Peltzer Park. <br /> <br />6.02: Update on Minnesota Department of Transportation 2027 Highway 10 Mill and <br />Overlay and Reduced Conflict Intersection Improvements Project <br /> <br />City Engineer/Public Works Director Westby stated that staff were recently made aware of a <br />proposed Minnesota Department of Transportation (MnDOT) 2027 Highway 10 Pavement Mill <br />and Overlay and Reduced Conflict Intersection Improvements project. He presented the <br />information to the Committee, reviewed staff comments, and welcomed additional comments from <br />the Committee. <br /> <br />Councilmember Riley commented that it makes sense to request another westbound J-turn within <br />the City of Ramsey. He stated that while he agrees that something should be done to improve <br />safety at these intersections, he was unsure that this was the answer, noting several problems were <br />identified by staff. <br /> <br />City Engineer/Public Works Director Westby explained that Elk River has also voiced concerns <br />with these plans. <br /> <br />Councilmember Riley commented that while the overlay will be a good project, this would remove <br />a lot of access and does not seem well thought through. <br /> <br />City Engineer/Public Works Director Westby stated that he will continue to provide updates as <br />more information becomes available. <br /> <br />6.03: Review Future Topics Calendar <br /> <br />City Engineer/Public Works Director Westby reviewed the future topics calendar. <br /> <br />City Engineer/Public Works Director Westby commented that the concrete pavement on Sunwood <br />Drive heaved next to PSD’s office building a few years ago and provided information on two <br />Public Works Committee / June 17, 2025 <br />Page 3 of 4 <br /> <br />
