<br />j-.... <br /> <br />All s~tbacks are met, with the exception of the 20 foot parking and paving setback <br />adjacent to a public right of way. This setback is intended to provide green space between <br />the right-of-way and the paved areas within the B-2 district. A variance is being requested <br />for this deviation. <br /> <br />Drainage is proposed to utilize the MNDOT drainage ditch and collect at an off-site <br />stormwater drainage pond. Staff has asked the applicant to obtain permission from <br />MNDOT to utilize the ditch for drainage. No on-site ponding is proposed. Staff has <br />requested infonnation verifying the pond is sized to accommodate the proposed <br />development. <br /> <br />Utilities are currently located in Riverdale Drive, but terminate at the Village Bank site. It <br />will be the applicant's responsibility to extend the lateral lines to both proposed lots in the <br />right-of-way. <br /> <br />All waste removal and loading activities will take place at the side entrances of the <br />building. Deliveries will be carried on palettes from the front parking areas through the <br />side door. <br /> <br />A landscaping plan has been submitted, and is acceptable to staff. Additionally, a detailed <br />lighting plan has been submitted and is also acceptable. The applicant proposes to utilize <br />light fixtures that minimize light pollution, and no light is projected to shine outside of <br />property lines. <br /> <br />Recommendation: <br /> <br />City Staff recommends site plan approval contingent upon compliance with City Staff <br />Review Letter dated November 30, 2006, and approval of the variance request to reduced <br />parking and paving setbacks. <br /> <br />Commission Action: <br /> <br />Motion to recommend that the City Council grant approval of the proposed site plan <br />contingent upon compliance with City Staff Review Letter dated November 31, 2006 and <br />the Board of Adjustment's approval ofthe variance to setbacks of parking and paving, <br /> <br />-or- <br /> <br />Motion to recommend that the City Council deny site plan. <br /> <br />Review Checklist: <br />Assista~t Community Development Director <br />City Engineer <br /> <br />PC 12.07.06 <br /> <br />22 <br />
