j-.... All s~tbacks are met, with the exception of the 20 foot parking and paving setback adjacent to a public right of way. This setback is intended to provide green space between the right-of-way and the paved areas within the B-2 district. A variance is being requested for this deviation. Drainage is proposed to utilize the MNDOT drainage ditch and collect at an off-site stormwater drainage pond. Staff has asked the applicant to obtain permission from MNDOT to utilize the ditch for drainage. No on-site ponding is proposed. Staff has requested infonnation verifying the pond is sized to accommodate the proposed development. Utilities are currently located in Riverdale Drive, but terminate at the Village Bank site. It will be the applicant's responsibility to extend the lateral lines to both proposed lots in the right-of-way. All waste removal and loading activities will take place at the side entrances of the building. Deliveries will be carried on palettes from the front parking areas through the side door. A landscaping plan has been submitted, and is acceptable to staff. Additionally, a detailed lighting plan has been submitted and is also acceptable. The applicant proposes to utilize light fixtures that minimize light pollution, and no light is projected to shine outside of property lines. Recommendation: City Staff recommends site plan approval contingent upon compliance with City Staff Review Letter dated November 30, 2006, and approval of the variance request to reduced parking and paving setbacks. Commission Action: Motion to recommend that the City Council grant approval of the proposed site plan contingent upon compliance with City Staff Review Letter dated November 31, 2006 and the Board of Adjustment's approval ofthe variance to setbacks of parking and paving, -or- Motion to recommend that the City Council deny site plan.
