<br />Holiday Stationstores <br />Site Plan Review <br />November 30, 2006 <br />Page 2 of4 <br />Architectural Standards: According to the submitted building elevations and narrative, <br />you are proposing to utilize a mix of brick, glass, EFTS, and tile. All of these materials are <br />acceptable with the B-2 District. <br /> <br />Waste Storage: The site plan proposes to construct a trash room internal to the store, and <br />allows removal of waste by a bituminous loading area. <br /> <br />Loading Docks: The business is proposing to conduct loading and unloading activities <br />through the northern side door. Delivery trucks will park on the northern portion of the <br />lot while conducting deliveries. <br /> <br />Off-Street Parking _ Spaces Required: City Code requires 1 parking stall for every 250 <br />square feet of store space, for a total of 22 spaces. Parking at gas pumps can be included <br />in this requirement. The submitted site plan shows a total of35 stalls, 20 at gas pumps, <br />and 15 additional stalls on site, and conforms to City standards. <br /> <br />Lighting: All exterior lighting on the site must be arranged in such a way to avoid <br />illumination of the public street:The submitted lighting plan conforms to City Code if the <br />bulbs in the exterior light posts are not visible from surrounding properties. It appears <br />that all illumination will remain on site or within non-paved right-of-way. <br /> <br />Landscaping: The landscaping plan, dated November 1, 2006, is generally acceptable <br />subject to the following comments: <br />. Planting depth shall be such that the root flare is at grade level. Trees planted too <br />deeply will be rejected. <br />. At installation, do not prune any branches unless they are broken or deformed (do <br />NOT prune 1/3 of foliage as shown in the tree planting detail). <br />. Mulch should not be piled against the trunks of trees (taper it back to trunk). <br />. The City requires a two-year maintenance surety on all installed plant materials. <br /> <br />Tree Preservation: A tree preservation plan is not necessary as there are no significant <br />trees on site. <br /> <br />Drainage and Grading: The site plan proposes directing stormwater into the drainage <br />ditch in :MNIDOT right-of-way for US Trunk Highway 10 and then into a pond created <br />by the developer of the previous subdivision. The pond location and configuration has <br />changed several times since the development was platted. The capacity of the pond must <br />be verified and the pond must be protected with a drairiage and utility easement in favor <br />of the City of Ranlsey. :MNIDOT must grant a permit for discharge of the site drainage <br />into their ditch. Stonnwater calculations were provided with the site plan. They <br />summarize the proposed conditions; however, rate control for the 10 and 100 year events <br />is not demonstrated in the calculations. They must be expanded to include the ponding <br />area and demonstrate that the proposed rate of runoff does not exceed the existing rate. <br /> <br />33 <br />
