<br />Holiday Stationstores <br />Site Plan Review <br />November 30, 2006 <br />Page 3 of 4 <br />The site exceeds 1 acre and will require a Lower Rum River Water Management <br />Organization (LRRWMO) permit. The board meets on the third Thursday of each <br />month; applications are due on the first Thursday of the month. The application and <br />instructions are available on the web. The operations plan for the site must provide <br />measures for containing surface spills on the site and preventing contamination from <br />reaching the :MN/DOT Ditch or the adjacent City Streets. <br /> <br />The Erosion Control Plans call for rock construction entrances adjacent to paved <br />surfaces. These measures are ineffective with the soils in Ramsey, they must be removed <br />from the plan and replaced with a requirement to sweep the adjacent streets daily and as <br />required by the City during active construction. <br /> <br />Easements: A drainage and utility easement will be required over the stormwater pond. <br /> <br />Utilities: The utility plan shows extending sanitary sewer along Riverdale Drive. This <br />would require excavation and restoration of the street along with closure of the street. <br />This will not be approved. The sanitary sewer may be placed in the right-of-way. <br />Revised plans will be required showing the new alignment ofthe sanitary sewer. The <br />street may be open cut for connection to the watermain. The pavement must be restored <br />within 3 days after completion of the excavation. <br /> <br />Sewer and Water Trunk Charges: Trunk charges will be assessed as part of the plat of <br />Holiday Rivenwick Village. <br /> <br />Park and Trail Dedication: Park and trail dedication fees will be assessed as part of the <br />plat of Holiday Rivenwick Village. <br /> <br />Stormwater Management Fee: The 2006 stormwater management fee is $3,965 per <br />commercial acre. The 2007 fee will be $4,151. A cash payment will be required before <br />issuance of a building permit. The rate in effect at the time of Final Plat will be charged. <br /> <br />REU Number: The Residential Equivalent Dnit (RED) is a method by assessing accurate <br />quarterly usage charges for stormwater management. The RED is based on percent of <br />impervious surface coverage, and has been determined to be4.81, resulting in a quarterly <br />charge of $145.48 for 2006. The rate will change at the fIrst of the year, and on an annual <br />basis. <br /> <br />The Planning Commission meeting will be at 7:00 pm 011 Thursday, December 7, 2006 at <br />the new Ramsey Municipal Center located at 7550 Sunwood Drive in the Alexander <br />Ramsey Room to review your site plan. You, or your representative, should be present at <br />the meeting to answer any questions that may arise. <br /> <br />34 <br />
