CC Regular Session
Meeting Date:
09/23/2025
Primary Strategic Plan Initiative: Improve the safety and mobility of transportation corridors.
5. 12.
Title:
Adopt Resolution #25-227 Approving Change Order #1 for 2025 Neighborhood Pavement Overlay
Improvements, Improvement Project #25-07
Purpose/Background:
Purpose:
The purpose of this case is to adopt Resolution #25-227 approving Change Order #1 for 2025 Neighborhood
Pavement Overlay Improvements, Improvement Project #25-07. Change Order #1 is necessary to re -place
pavement markings within the project limits.
Background:
Numerous streets with the project had existing pavement markings, delineating parking lanes, center lines and
pedestrian crosswalks within streets in the Ramsey Town Center subdivisions. Additionally, existing pedestrian
crosswalk markings at trail crossings within the Rum River Hills subdivision.
The construction bid set of plans did not include replacing the existing pavement markings Change Order #1
adds the pavement markings into the plans, matching the original layouts. These pavement markings are
necessary safety improvements, a set of pavement marking plans is attached to this case for reference.
Notification:
Notification is not required.
Time Frame/Observations/Alternatives:
Observations:
Ideally, the pavement marking plan sheets would have been included in the plan set at the time of bidding. In the
future, staff will make a more comprehensive effort to make holistic plan set reviews a priority to avoid change
orders of this nature. Both staff and the contractor did not recognize pavement marking quantities were not
included in the construction plan bid quantities in time to provide a change order prior to the work occurring.
Pavement markings were placed during the week of September 15th so this request for approval is occurring after
the work was completed.
Staff has reviewed the unit prices for the change order and feels the prices are reasonable based on current
construction costs.
Alternatives:
Motion to adopt Resolution #25-227 approving Change Order #1 for 2025 Neighborhood Pavement Overlay
Improvements, Improvement Project #25-07.
Funding Source:
Funding for this improvement is proposed to come from Pavement Management Funds. Change Order #1
increases the construction costs by $26,301.62.
Recommendation:
