<br />Mr. Bertolas replied one of the major issues is that any time the children go outside they cannot <br />go into the parking lot; they cannot exit anywhere other than to a secured fenced-in structure. <br /> <br />Mayor Gamec noted the permit has been denied by the Planning Commission. People from <br />businesses in the area have asked about getting a daycare closer, and it seems logical with all the <br />employment in this area. There is quite a bit of traffic in this area, but most daycares are located <br />on major thoroughfares and highways. <br /> <br />Councilmember Strommen stated she agrees essentially to having a daycare in an employment <br />area, but with the land use surrounding this facility they would be setting the City up for conflicts <br />such as parents complaining about the truck traffic and the asphalt plant. She does not want to <br />set the City up for more problems because they allow a use that should not be allowed in this <br />area in the first place. She agrees with the recommendation of the Planning Commission. <br /> <br />Councilmember Olson expressed concern about dropping off children considering the heavy <br />truck traffic in this area. She agrees with Councilmember Strommen that the fumes and the <br />surrounding use in this area really are not conducive to a daycare. She agrees with the <br />recommendation of the Planning Commission. <br /> <br />Motion by Councilmember Strommen, seconded by Councilmember Olson, to adopt Resolution <br />#06-10-322 to adopt Findings of Fact #0780 relating to a request for an Interim Use Permit to <br />operate a daycare facility on the ground floor of the existing property at 6575 141 st Ave NW. <br /> <br />Motion carried. V oting Yes: Mayor Gamec, Councilmembers Strommen, Olson, Cook, Elvig, <br />Jeffrey, and Pearson. Voting No: None. <br /> <br />Motion by Councilmember Strommen, seconded by Councilmember Olson, to adopt Resolution <br />#06-10-323 to deny the request for an Interim Use Permit to operate a daycare facility on the <br />ground floor of the existing property at 6575 141 st Ave NW based on the findings of fact. <br /> <br />Further discussion: Councilmember Elvig stated he is not in disagreement with having a daycare <br />in this region; having the kids close to where mom and dad work is a nice thing. He has an issue <br />with this location and the trafficking. He concurs with Councilmember Strommen's comments <br />regarding the negative feedback if this use is allowed. The fumes are one of the problems in this <br />area, and kids are more susceptive to the effects. There may be a more applicable spot for a <br />daycare, but this does not appear to be the right location. Councilmember Jeffrey concurred. <br />Mayor Gamec commented he believes there is a daycare a short distance from here. <br />Councilmember Elvig indicated someone could put in a daycare across the street in residential <br />area, but the City would be involved with the liability if they were to allow a daycare in this <br />location. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Strommen, Olson, Cook, Elvig, <br />Jeffrey, and Pearson. Voting No: None. <br /> <br />City Council / October 10, 2006 <br />Page 8 of 15 <br />
