<br />Case #4: <br /> <br />Consider Agency Agreement No. 84229 with MnDOT for Transportation <br />Projects Involving the Delegated Contract Process (DCP) <br /> <br />Public Works Director Olson explained the delegated process allows municipalities to undertake <br />transportation projects that utilize Federal Highway Administration (FHW A) funds. The FHW A <br />passes these funds to municipalities through the Minnesota Department of Transportation which <br />ahs the responsibility to ensure that all federal requirements are being met in the use of the <br />designated funds. Mr. Olson explained the agreement before the Council is not specific to any <br />single project and is required for any municipality that will be undertaking any federally funded <br />project. The agreement will also apply to additional federally funded projects that the City may <br />undertake in the future. The City anticipated projects that will utilize federal funds such as the <br />expansion of the municipal parking ramp and bus service to the Town Center. Separate <br />agreements will be necessary for these future proj ects in addition to this agreement. <br /> <br />Public Works Director Olson indicated the contents of this agreement include a listing of the <br />staffing, bid letting and award procedures; contract administration; and audit and legal <br />assurances of compliance with federal regulations. Mr. Olson advised staff recommends <br />approval of entering into Agreement No. 84229 with the Minnesota Department of <br />Transportation. <br /> <br />Motion by Councilmember Elvig, seconded by Councilmember Jeffrey, to adopt Resolution #06- <br />10-324 authorizing the Mayor and the City Administrator to enter into Agreement No. 84229 <br />with the Minnesota Department of Transportation. <br /> <br />Motion carried. V oting Yes: Mayor Gamec, Councilmembers Elvig, Jeffrey, Cook, Olson, <br />Pearson, and Strommen. Voting No: None. <br /> <br />Case #5: <br /> <br />Report from Public Works Committee <br /> <br />1) Review Speed Limits on City MSA Streets <br /> <br />Public Works Director Olson explained several of the City's collector streets, notably Alpine <br />Drive and Sunwood Drive, have been extended under several separate projects to where they <br />now span the width of the City. Alpine Drive and Sunfish Lake Boulevard each have three <br />different speed limits which change three or four times along their length. The variation of the <br />speed limits is confusing to citizens and law enforcement officials. In addition, the development <br />which has occurred recently would suggest that these limits should be reviewed for their current <br />appropriateness. There was significant discussion by the Committee regarding coming up with a <br />uniform speed limit along Sunwood Drive; hopefully with a speed study conducted this segment <br />of road can be lowered to a 30 mph speed limit. Mr. Olson advised the speed limit studies that <br />are done are highly relative to the 85th percentile speed, but the hope is to guide the speed limit to <br />the recommended speed limit of 30 mph from east to west all the way to Sunwood Drive. This is <br />also the hope for Alpine Drive with the recommendation of staff for a speed limit of 40 mph <br />from Highway 10 to Roanoke Street. Staff recommended no change to the existing 50 mph <br />speed limit on Variolite Street and 167th Avenue, and as future development occurs the <br />appropriate speed limit would be reviewed. <br /> <br />City Council / October 10,2006 <br />Page 9 of 15 <br />
