Ms. Narr stated everything they have been presented with for this development <br />is R-2, but the property is zoned R-l. The Comprehensive Plan has this property zoned as R-l. <br />They live on a block with % of an acre to one and two acre lots, and all of a sudden they will be <br />squeezing in all of these houses. They live here and care a lot. Ms. Narr stated the Council is <br />saying that there are more people and more tax base, but she cares about the safety of her <br />children and the children that live on her block. They voted for the Council to stand up for them <br />and say first and foremost it is Ramsey and Ramsey citizens. The development is great and she <br />admires a lot about it, but if they don't have a safe community with safe streets to drive on and <br />schools their kids can get to safely, it is no good. Some of the Councilmembers have to drive on <br />Highway 5 in the morning; it used to take her 15 minute to get to the school she teaches at, and <br />now it takes her nearly an hour. The residents want this property zoned R-l and that is why they <br />are all here. <br /> <br />The Council discussed requirements to be included in the preliminary plat and site plan approval. <br />Consensus of the Council was to include the following requirements in the preliminary plat and <br />site plan approval: <br /> <br />· Units off of 151 st Lane reduced to 2/2/2/2 (from 12 to 8 units) <br />· Extra buffering for the major spine close to Nowthen Boulevard <br />· An escrow required for the sidewalk planned for the south side of 151 st Lane. Staff <br />should work further to determine the location for the sidewalk or trail, which may be <br />located behind the houses. <br />· Recommended plan to be brought to the Council showing the traffic impact of CR 5 <br />between Sunwood and Alpine Drives. <br /> <br />Mr. Wayne Olson, 5830 151st Lane NW, stated there are other options for the trail. It can be <br />placed behind the houses all the way down to the end of the long cul-de-sac. It would be a <br />wonderful walking path with an occasional shot out to 151 st Lane. The other point is that they <br />have one red dot on this intersection now, and they should consider what they will do in two <br />years with another red dot on 151 st Lane. <br /> <br />Ms. Kelly Truve, 5844 - 151st Lane NW, stated she agrees with Councilmember Jeffrey and does <br />not want this development. But if there is a trail and it is moved behind the houses it would save <br />several large old oak trees. <br /> <br />Councilmember Jeffrey indicated he would like to see the speed study that was previously <br />requested in this area to be completed as quickly as possible. <br /> <br />Mayor Gamec indicated there has been discussion of whether the flashing amber warning lights <br />that are there for the school would be moved to increase the zone. <br /> <br />Mr. Larry Hillard, applicant, stated he has talked to Anoka County and they have indicated a <br />strong interest in expanding that zone. <br /> <br />City Council / September 26, 2006 <br />Page 23 of 39 <br />
