<br />Motion by Councilmember Cook, secol1ded by Councilmember Pearson, to adopt the resolution <br />approving the preliminary plat and preliminary site plan for Skyline Pointe with the following <br />requirements included in the preliminary plat and site plan approval: <br /> <br />· Units off of 151 st Lane reduced to 2/2/2/2 (from 12 to 8 units) <br />· Extra buffering for the major spine close to Nowthen Boulevard <br />· An escrow required for the sidewalk planned for the south side of 151 st Lane. Staff <br />should work further to determine the location for the sidewalk or trail, which may be <br />located behind the house. <br />· Recommended plan to be brought to the Council showing the traffic impact of CR 5 <br />between Sunwood and Alpine Drives. <br /> <br />Further discussion: City Attorney Goodrich advised this preliminary plat approval is not actually <br />contingent on anything or it will not be approved in the 120 day required timeline. <br /> <br />Community Development Director Trudgeon indicated there are always contingencies based on <br />revisions and Council direction on certain items. <br /> <br />Mr. Jeff Litfin, applicant, stated they keep conceding lots and units, and there comes a point <br />where they might have to come back to the City with the loss of the additional four units and ask <br />for other concessions from the City. These homes are designed to look like homes in the <br />neighborhood along 151 st Lane. <br /> <br />Mayor Gamec replied it is the developer's prerogative on whether to proceed. <br /> <br />Councilmember Jeffrey requested clarification that agreeing to what is proposed in the area of <br />the 12 homes would be agreeing to standards less than R-l requirements. <br /> <br />Community Development Director Trudgeon replied this cannot be determined until a revised <br />plat were to be submitted with the homes in this area reduced from 12 to 8; these homes could <br />meet the minimum lot size for R-l zoning. The plat currently before the Council is less than R-l <br />standards. <br /> <br />Councilmember Cook suggested the homes in the area being discussed be reduced by two rather <br />than four. <br /> <br />Mayor Gamec replied the general consensus of the Council is that the homes be reduced by four. <br /> <br />Mr. Litfin asked if it would be acceptable to meet the R-l density requirements in this area with <br />the elimination of two homes. <br /> <br />Councilmember Elvig replied the Council would have a difficult time denying something that <br />fits the R-l standards. <br /> <br />City Council / September 26, 2006 <br />Page 24 of 39 <br />
