Environmental Specialist Bacon stated that last summer, Steve Nicholson of Kunde Co,
conducted tree sampling in four subdivisions. Mr. Nicholson's report summarized the
methodology used, tree species and quantities found, and permits some comparison,
generalization and speculation. Mr. Nicholson is available to attend the December 4,
2006 EPB meeting, and will be prepared to answer questions about this report. He has
asked that if the Board members have particular questions for him, it would be beneficial
to know ahead of time to better address them when he attends the December EPB
meeting.

Environmental Specialist Bacon stated that four neighborhoods were pulled out because
they weren't graded. Because there wasn't earth moving the study covered subsequent
landscaping that was there, and the study covers species that were there already. He
stated that Shady Lawn was a 40 acre oak woods when it started, then it got built in. He
stated it was one of the first neighborhoods to have a neighborhood oak wilt program.

Board Member Sibilski asked if they ended up getting a lot of oak wilt.

Environmental Specialist Bacon stated that they did get oak wilt. Environmental
Specialist Bacon stated that the Golden Eagle Estates was a pasture. He stated that three
were open fields so there were no trees. He stated that Kunde Co chose twenty (20) sites
in all the areas to mail letters to. Environmental Specialist Bacon stated that only those
homeowners that responded affirmatively were to be part of the sample.

Environmental Specialist Bacon stated that in the list of species, Siberian elm didn't even
show up in the 1980 inventory. In this example, it was the second most frequent for
count, which addresses the question of invasive species. He stated there is a lot of
information on this scale that could answer questions about different regions in the city.

Environmental Specialist Bacon asked Council Member Strommen why zoning units
aren't used more in planning. He stated that it seemed logical that natural resource
management should be linked more to the zoning.

Council Member Strommen stated that until now, natural resource management hasn't
been integrated into the planning process.

Acting Chairperson Max asked if Red Pine was native to only one area.

Environmental Specialist Bacon stated that a lot of people planted it as a familiar choice.

Board Member Olds asked if this sampling would be representative of what the city as a
whole would look like.

Environmental Specialist Bacon stated that was unlikely.

Environmental Polley Board/ November 6, 2006
Page 7 of 12
