Jim Norman - RE Adoption of Comprehensive Plan Page 1
From: "LeFevere, Charlie L." < clefevere @Kennedy - Graven.com>
To: 'Jim Norman' <JNorman @ci.ramsey.mn.us>
Date: 6/20/01 9:29AM
Subject: RE: Adoption of Comprehensive Plan
Hi Jim,
Yes, if the charter says that a comp plan can be amended by simple majority,
that would prevail. But if there isn't a two thirds vote for the comp plan
amendment, I would think it would be difficult to get unanimous approval of
a charter amendment. Would you take it to an election?
By the way, I did talk to Gene Ranieri about the legislative process in
adopting the new law on zoning code amendments. He said there was no
testimony in the committee hearings that would lend support for the idea
that the legislature intended to include comp plan amendments. In fact, it
sounds like there was very little discussion of the amendment itself.
Charlie
> Original Message
> From: Jim Norman [SMTP:JNorman @ci.ramsey.mn.us]
> Sent: Tuesday, June 19, 2001 5:14 PM
> To: clefevere @ kennedy - graven.com
> Cc: William Goodrich
> Subject: Adoption of Comprehensive Plan
> Charlie -
> I have a new method of obtaining a comp. plan adoption without a
> two- thirds (super) majority vote of the City Council.
