AUG -24 -2002. 14:50 HAMLINE LAID SCHOOL <br />Mayor & Council <br />City of Ramsey <br />From Larry Bakken, Facilitator <br />Date Friday, August 24, 2001 <br />RESULTS TO DATE: <br />Memo <br />5232236 P.02/05 <br />Re: Summary of Comprehensive Plan Facilitation: <br />Issues Addressed at the July and August Sessions <br />During the summer you, as mayor and council, have been involved in discussions regarding land <br />use and development issues related to a proposed comprehensive plan. The final comprehensive <br />plan will eventually be submitted to the Metropolitan Council. Currently the city is operating <br />with an old plan. <br />The Mayor and Council have had very frank and candid conversations regarding the <br />comprehensive plan and related issues, which have been impediments to council consensus <br />regarding land uses in the city. On July 5, 2001 a list of council issues was placed on the table <br />for discussion. These issues were: 1) density transition plan, 2) land for industrial /commercial <br />use, 3) preservation of rural lots, 4) town center location and mix of residential and industrial <br />commercial uses, 5) central planning area, 6) residential use in industrial/commercial areas, 7) no <br />required sewer hook -up, 8) all issues on the table and 9) other potential issues. <br />After several lengthy conversations the Council has reached agreement regarding some of the <br />issues and have not yet reached consensus on others. No new issues have been placed on the <br />table for discussion and the Council has focused its attention on the original list. The following <br />is a summary of the results of the conversation regarding this original list of issues. <br />1) The Council has addressed 7 of the 8 original issues. The central planning area has not been <br />addressed directly, although some references have been made to this while discussing other <br />issues. <br />2) Council has agreed that there should be no required sewer hook -ups. The Council has also <br />agreed that sewer hook -up decisions should be left to individual land- owners whose property is <br />not being developed. Staff was asked to provide a policy statement for the comprehensive plan <br />relating to this issue. <br />3) Council agreed with the idea that rural lot preservation was important and this value should be <br />reflected in the comprehensive plan. The Council did not reach consensus regarding the size or <br />definition of rural lots. This issue needs more clarity and further discussion to establish rural lot <br />guidelines. <br />
