A public facilities plan that "must be in at least such detail as may be necessary to . <br />establish existing or potential effects on or departures from metropolitan system plans <br />and to protect metropolitan system plans." [Subdivision 3 (part) - -- emphasis added] <br />2. A public facilities plan which "shall contain at the least the following parts:... a <br />sewer policy plan describing ... the standards and conditions under which the <br />installation of private sewer systems will be permitted . .. " [Subdivision 3 (part) - -- <br />emphasis added] <br />3. A implementation program which "shall describe public programs, fiscal devices and <br />o t h e r specific actions to be u n d e r t a k e n i n stated sequence to ... ensure conformity <br />with metropolitan system plans...." [Subdivision 4 (part) - -- emphasis added] <br />4. An implementation plan which "shall contain at least the following parts:... a <br />description of official controls, addressing at least the matters of ... private sewer <br />systems, and a schedule for the preparation, adoption, and administration of such <br />controls; ...." [Subdivision 4 (part) - -- emphasis added] <br />Section 473.175 provides that the Council "shall review the comprehensive plans of local <br />governmental units ... to determine their ... conformity with metropolitan system plans." <br />Failure to follow the Council's guidelines regarding private sewer systems constitutes a <br />substantial departure from Council system plans and the creation of potentially significant system <br />impacts. In such cases, "[t]he council may require a local governmental unit to modify any <br />comprehensive plan or part thereof which may have a substantial impact on or contain a <br />substantial departure from metropolitan system plans. " <br />5 "Official controls or controls" are defined by section 473.852, subdivision 9, as `ordinances and rules which <br />control t h e physical development of a city, ... or any part thereof or any detail thereof and implement the general <br />objectives of the comprehensive plan. Official controls may include ordinances establishing zoning, subdivision <br />controls, site plan regulations, sanitary codes, building codes and official maps." <br />6 473.175 <br />
