February 14, 2001
Ms. Sandra Pinel
Metropolitan Council
Mears Park Centre
230 E. Fifth Street
St. Paul, MN 55101 -1634
Dear Sandra:
After numerous discussions, debates and negotiations, the City of Ramsey hereby submits its
revised Comprehensive Plan Draft to the Metropolitan Council for review. To facilitate your
review I have described in general terms below the key changes that have been made to this draft
since the draft submitted in September of 2000.
Land Use Chapter
City of Ramsey
15153 NOWTHEN BOULEVARD N.W., RAMSEY, MINNESOTA 55303
PHONE: (763) 427 -1410
FAX (763) 427 -5543
TDD (763) 427 -8591
The land use chapter has seen significant changes in the location and density of residential
development.
• High density is now a maximum density of 15 units per acre and medium density is a
maximum of 7 units per acre.
• The urban/rural residential transition area has been absorbed into the low density
residential category, although a transition between existing residential and future
development will still be required as indicated by various policy statements. The
maximum density would be 3 units per acre and that could be increased to 4 units per
acre under a Planned Unit Development designed to include a mix of single family
detached housing, townhomes and twinhomes.
• More land area has been designated as High and Medium density residential. The plan
guides 128 acres as high density (15 units per acre) and 356 acres as medium density (7
units per acre).
• An approximately 180 acre mixed -use land use pattern has been incorporated between
Ramsey and Armstrong Boulevards, which will accommodate a compact, pedestrian
friendly, transit oriented development mixing places to live with places to shop, work and
play.
• The staging map has been adjusted to extend along Highway 10 to the border of Ramsey
and Elk River.
