MEETING NOTES
FEBRUARY 20, 2001 CITY COUNCIL WORK SESSION
TOPIC: COMPREHENSIVE PLAN
Present: James E. Norman
Len Levine
Terry Hendriksen
Susan Anderson
Tom Gamec
Patti Kurak
Gerald Zimmerman
Sylvia Frolik
Pat Trudgeon
Kim Moore Sykes
Zimmerman Comments —
• Doesn't want an urban reserve study area
• Put Kurak property back to all low density residential
• Not enough places to work between Ramsey Blvd. and Armstrong Blvd.
Hendriksen Comments —
• Mixed use area needs to go back to places to work
• The train station should be in that triangular area west of Armstrong Blvd., south of the
unfinished CSAH 116, north of Hwy. #10 and railroad tracks.
• The urban rural residential transition zone has been eliminated and the text is too vague over
simplified.
Kurak Comments —
• Need more commercial areas and less industrial as a commercial development will generate
more tax revenue than a block building housing a factor.
• Residents are asking for places to shop; if you move the mixed use area west of Armstrong
Blvd. it will be a long time before those places to shop are developed because you need to get
sewer and water to the site.
General Comments
Mayor Gamec asked Len Levine to contact Calthorpe and find out when the smart growth
opportunity site study will begin and they think is the best site for the multi -modal station.
There was discussion of putting Kurak property on Sunfish Lake Blvd. back to low density
residential entirely and getting some mixed use and medium density on the Pearson Farm and in
Northfork. Strengthen the density transitioning text. The medium density residential south of
Pineview Estates 2 114 Addition has to line up with the east boundary of Pineview Estates 2nd
Addition.
Councilmember Hendriksen stated that he would like to see, in writing, some specs and language
that says exactly who will own the rail station or property, who will pay for the development,
who will pay for the operation and maintenance, etc.
