Guide at least 70 acres of the site for 15 units /acre to accommodate the 1,038 <br />households (this would be difficult on a 100 -acre site, but might be accomplished <br />in a 200 -acre area). <br />2. Guide 50 acres at 15 units /acre and add another 40 acres elsewhere at the 7 <br />units /acre. <br />3. Guide 50 acres at 15 units /acre and increase densities on other lands within the <br />plan. <br />Please note that the City is not obligated to use only the Town Centre Site to make up the 1038 <br />unit shortage. This area or alternative areas would seem to be available to the City for this <br />purpose. <br />The third item or "bullet" of the November 7 letter provides as follows: <br />Finalize the Comprehensive Plan to be consistent with the Regional Blueprint <br />(City has been assured that Metropolitan Council staff will recognize some of <br />the unique situations in Ramsey in finalizing land use areas). <br />This item commits the City to finalize the 1999 Comprehensive Plan in accordance with the <br />Regional Blueprint. The Regional Blueprint is a defined Metropolitan Council document which <br />can be reviewed for reference for its requirements. I have no knowledge of what " ... unique <br />situations in Ramsey . . ." are being referenced in qualifying the City's requirement to be <br />consistent with the Regional Blueprint. Therefore, based on the November 7 letter only, this is <br />a rather wide open reference which requires further clarification and/or negotiation to establish <br />details and parameters. <br />
