January 23, 2001 <br />Mr. Richard Thompson <br />Comprehensive Planning <br />Metropolitan Council <br />230 East Fifth Street <br />St. Paul, Minnesota 55101 <br />RE: Extension for 2020 Comprehensive Plan Review <br />Dear Mr. Thompson: <br />The City of Ramsey hereby grants the Metropolitan Council a six -week extension for its review <br />of Ramsey's proposed 2020 Comprehensive Plan. This extension period, therefore, will end on <br />Friday, March 15, 2001. <br />It is our intent to use the extension time to work with the Metropolitan Council to make the plan <br />consistent with regional Blueprint policies and systems plans including the Water Resources <br />Management Plan and other applicable plans and policies prior to formal Council review. The <br />City will work with the Council to address the findings and recommendations in the January 16, <br />2001 draft Comprehensive Plan findings document. The plan will also include a town center of <br />at least 100 acres for mixed -use development and housing along the proposed Northstar <br />Commuter Rail Corridor. Some of the issues to be addressed include: 1) adoption of an ISTS <br />notification and tracking program; 2) identification of an urban reserve study area where the <br />feasibility of future wastewater services will be studied to accommodate growth after 2015; 3) <br />urban land availability and densities to accommodate growth forecasted to 2020; 4) affordable <br />and life -cycle housing and job/housing /transportation connections; and 5) Mississippi River <br />corridor plan comments.
