Please read <br />my comments into the record at the appropriate time. <br />I watched with dismay the last two City Council meetings of 2000 and the <br />behavior displayed by some residents and elected officials. <br />As a past employee who experienced the same type of behavior from certain <br />Council members and the same citizen group, some may say this letter is about <br />sour grapes. 1 am writing today not as a former employee but as a citizen of <br />Ramsey. <br />The concept of transition "zoning" has been a point of discussion for some time in <br />the City and it realty came to the forefront with a charter amendment that was <br />approved in a special election. This change was made by fewer than 4% of the <br />registered voters, hardly a mandate as some Council Members have stated. If <br />people were provided with factual information rather then alarmist examples they <br />may react in a solution - orientated manner rather than oppose something based <br />on fear. <br />An ordinance was recently drafted and processed through the Planning <br />Commission and City Council. At the Council level the motion to amend the <br />zoning ordinance failed 3-2. Mr. Terry Hendriksen was on the losing end of the <br />motion and he doesn't like to lose. Mr. Hendriksen asked that the City Attorney <br />be authorized to review a petition for charter amendment if one were submitted <br />for consideration. He undoubtedly asked the question because he has learned <br />
