Part 1 - Narrative <br />Metropolitan Council Meeting <br />Wednesday, March 28, 2001 <br />Council Chambers <br />3:00 P.M. <br />Attendance: Ted Mondale, Chair; John Conzemius, Frank Hornstein, Marc Hugunin, <br />Carol Kummer, James Nelson, Todd Paulson, Matthew Ramadan, Phil Riveness, Carolyn Rodriguez, <br />Jules Smith, Saundra Spigner, Natalie Steffen, Roger Williams, Lee Pao Xiong <br />Members absent: Mary Smith, (District 13 Vacant) <br />CaII to Order and Approval of Agenda <br />A quorum being present, Vice Chair Hugunin called the regular meeting of the Metropolitan Council to <br />order at 3:08 p.m. It was moved by J. Smith, seconded by Williams, to approve the agenda as amended to <br />consider the Ramsey County Comprehensive Plan as the first item of business. Motion carried. <br />Minutes <br />There were no minutes for approval at this meeting. <br />Public Invitation <br />No one asked to address the Council regarding matters not on today's agenda. <br />Part II - Exhibits <br />Business <br />2001 -54: City of Ramsey Comprehensive Plan Update, Referral No. 18160 -2 <br />Steffen introduced Mayor Tom Gamec of the City of Ramsey, City Manager Jim Norman, Sylvia Frolick <br />and two other people from the city who were in attendance. She noted that five city councils have worked <br />on this plan during the review period. She pointed out that the plan was sent to the Council on a 3 -2 vote; <br />however, recently an active citizens' group in the city has taken a positive approach to this plan and others <br />things occurring there. She also commended Sandra Pinel of the Council's staff for her efforts in working <br />with the city through the long deliberations that took place. <br />Dick Thompson of the Council's staff reviewed the various components of the Comprehensive Plan. He <br />explained that the plan provides opportunities for smart growth and pointed out that there is a potential <br />smart growth opportunity site in the city. He noted that initially staff determined that there would be a <br />substantial departure as the plan was originally presented; however, the city worked with the Council's <br />staff to resolve the issues raised. <br />Mayor Tom Gamec thanked the staff for the time and effort they spent in working with the city to <br />complete the plan. He also thanked Council Member Steffen for her helpful assistance throughout the <br />process and expressed his appreciation for her efforts. He felt that the city has many good opportunities <br />
