Metropolitan Council Meeting of March 28, 2001 <br />with this plan to plan for life cycle housing, multi -modal transportation systems, smart growth <br />development and development along the Northstar Rail Corridor. He expressed his belief that this will <br />give the city opportunities to do some excellent planning in the future that will give them a chance to be <br />something special in that particular area and in the region as a whole. <br />Spigner asked if it would be possible to use some of the MUSA that was not going to be used in Ramsey <br />to another community such as Dayton. Staff responded that this capacity cannot be transferred to another <br />community; however, in some cases where other communities can tap into it that might be possible. <br />Steffen stated that it is necessary to take a look at some things north of Ramsey because there may be <br />some potential for using that pipe in that area. <br />Spigner expressed concern about the inner core area of the Ramsey plan that was described as an area that <br />is being looked at for development that would use the MUSA. She pointed out that the density is less <br />than it should be and questioned if the ghost platting in that area is equivalent to the higher density that <br />the Council's policy calls for. She also asked if sewers will be provided for areas that are one unit per <br />acre. <br />City Manager Norman responded that it is the city's anticipation that by entering into the central planning <br />study area they would probably not be using those currently developed one- and two -acre lots by <br />providing sewer but will possibly look at them as potential redevelopment areas with higher densities. He <br />stated that it is unlikely that they would fill in the ghost plats because those houses were built in the 1970s <br />and it would be hard to build a new house in between the existing ramblers and ranch -style houses. <br />Spigner asked about the bridge project and whether it would cross Highway 169. It was noted that it <br />would lead into the Highway 10 corridor which runs east and west. It was noted that the city met last <br />Friday with the city of Dayton's engineer, representatives of Maple Grove, Anoka and Hennepin County <br />to put together a resolution and joint powers agreement. The Dayton and Ramsey city councils have both <br />designated that site in their comprehensive plans. The study that will be done will look at the roadway to <br />the south down into Maple Grove. Dayton has offered three alternatives. The feasibility study will be <br />funded by a grant from Mn/DOT for $200,000; $25,000 from Hennepin County; and $25,000 from Anoka <br />County. <br />Spigner asked if the Metropolitan Council will be involved in the Joint Powers Agreement. It was noted <br />that Council Member Steffen has attended some of the meetings and the city has tried to keep her aware <br />of what is going on. There will also be a technical group and a policies group. It was noted that a <br />Metropolitan Council representative and Mn/DOT representative would be invited to participate. <br />It was moved by Steffen, seconded by Spigner: <br />"That the Metropolitan Council approve the attached Executive Summary and Review <br />Record with the following recommendations: <br />1. That the City of Ramsey may put its 2020 Comprehensive Plan into effect with the <br />following one condition: <br />That the city work with the Council to identify sufficient vacant land and limit <br />future subdivisions in these areas to ensure that by 2040, 10,570 total sewered <br />homes can be accommodated within the city; <br />2. That the City of Ramsey Comprehensive Plan meets all Metropolitan Land <br />Planning Act requirements for 1998 plan updates; <br />2 <br />
