Metropolitan Council Meeting of March 28, 2001 <br />3. That, consistent with the Regional Blueprint permanent rural policies, the city <br />increase the size of the "rural preserve" to the 1,900 acres identified in the <br />December 30, 1999, Comprehensive Plan, by identifying an additional 800 acres. <br />The city is encouraged to adopt clustering provisions with density bonuses for <br />protection of rural character and resources, rather than increasing density overall. <br />4. That all households within the MUSA hook up to municipal wastewater service, <br />consistent with Environmental Services policies. Rural Policy #8 should be <br />changed in the final plan so as not to prevent sewer expansion in future areas that <br />may be identified through joint study; <br />5. That upon the approval of the plan and prior to the construction of any future <br />extensions or additions to its disposal system, the city must submit a <br />Comprehensive Sewer Plan (Tier II Plan) to the Council for final approval. The <br />Comprehensive Sewer Plan shall be consistent with the city's approved <br />Comprehensive Plan and reflect any modifications recommended by the Council <br />including revised sanitary flow projections consistent with current flow allocation <br />volumes established by the Council; <br />6. That the final plan document address water supply demand and conservation <br />measures as recommended in the review record and cross - reference the previously <br />approved emergency response and conservation plans; <br />7. That the Metropolitan Council recommend to the Department of Natural Resources <br />(DNR) that the Mississippi River Critical Area Corridor/MNRRA plan is consistent <br />with regional objectives and state Critical Area standards as defined by Executive <br />Order 79 -19; <br />8. That the Metropolitan Council recommend to the National Park Service that the <br />Mississippi River Critical Area Corridor/MNRRA plan is in voluntary conformance <br />with the Mississippi National River and Recreation Area Comprehensive <br />Management Plan; and <br />9. That the Metropolitan Council work with the City of Ramsey on the development <br />and implementation of a Town Centre plan through the Smart Growth Opportunity <br />Site award and on the feasibility of extending services outside the 2015 MUSA." <br />Motion carried. <br />Committee Consent List <br />There was no committee consent list submitted for consideration at this meeting. <br />Non - Committee Consent List <br />There was no non - committee consent list submitted for consideration at this meeting. <br />Report of the Livable Communities Committee <br />
