Metropolitan Council Meeting of March 28, 2001 <br />No report was provided by the Livable Communities Committee for consideration at this meeting. <br />Report of the Management Committee <br />2001 -140: Polymer Procurement Sole Source Extension <br />It was moved by J. Smith, seconded by Nelson: <br />"That the Metropolitan Council authorize its Regional Administrator to extend the current <br />Sole Source Procurement of polymer used at the Metro Wastewater Treatment Plant from <br />Polydyne, Incorporated, until selection of a replacement vendor through a formal bidding <br />process is completed." <br />Motion carried. <br />Report of the Environment Committee <br />No report was forwarded from the Environment Committee for consideration at this meeting. <br />Report of the Rail Transit Committee <br />The Rail Transit Committee provided no report for consideration at this meeting. <br />Report of the Transportation Committee <br />2001 -112: Award of Advertising Contract <br />It was moved by Riveness, seconded by Rodriguez: <br />"That the Metropolitan Council authorize its Regional Administrator to enter into an <br />advertising services contract, not to exceed $3 million per year, with Periscope." <br />Spigner noted that the Council has contracted with this firm for three years even though they had no DBE <br />participation. She pointed out that federal dollars are being expended on this contract and some level of <br />DBE participation is required. She stated her belief that they may have had good faith efforts; however, <br />there was no follow -up on the part of the Council to monitor whether DBE participation was being sought <br />or if there was a good faith effort on the part of this company. She noted that all proposals were <br />forwarded to the Office of Diversity for review and assessment of DBE good faith efforts; however, there <br />was no mention of a percentage. She reported that the Interim General Manager of Metro Transit <br />informed her that the ten percent DBE is in the contract language which is why it was not written on the <br />form. She explained that the issue for her was that there is no true method of follow -up to prove good <br />faith effort and she felt that there hasn't been for the last three years. She stated that she would like to <br />ensure that there is some follow -up during the next three years. <br />Motion carried. <br />2001 -126: Contract Amendment with Laidlaw Transit to Operate Routes 245 & 246 - St. Croix <br />Valley <br />It was moved by Riveness, seconded by Spigner: <br />4 <br />
