The March 14, 2001, submittal addressed the finding of substantial departure by increasing urban development and identifying the Central Planning Area. For 2040, city will need sufficient urban land to accommodate another 3,500 sewered households, including the Central Planning Area, for total 2040 sewered HH of 10,570. March 14, 2001, changes added 86 acres of high density at 15 units /acre. LCA goals met. If mixed -use area includes housing, LCA goals will be exceeded. City has worked with partners. Council recommends approval of the plan to the DNR and National Park Service - MNRRA. Plan supports several regional trails and parks operated by Anoka County but should be updated to reflect current county plan. Plan increases facilities in MNRRA corridor. City will study SH 10 corridor access. Should increase transit- oriented development along Northstar Commuter Rail corridor that is part of Metropolitan Transit Plan. No urban reserve designated. City added 1,000 -acre Central Planning Area and will protect during study as an urban reserve.
