vacant parcels that could eventually be provided with urban services and eliminate those from areas to be <br />subdivided while feasibility of sewer service is studied. <br />Historic Preservation and Solar Access <br />The plan includes historic preservation and solar access elements. The city is encouraged to work with the State <br />Historic Preservation Office to establish a local cultural resource protection program, given the significance of <br />some of the resources, especially Native American sites and historic wagon trails along the Mississippi River <br />corridor. Interpretative assistance may be available from the National Park Service - MNRRA. <br />Regional Systems <br />Aviation (Chauncey Case 651- 602 -1724) <br />The plan is in conformity with the Aviation Policy Plan. The plan includes an aviation element that adequately <br />addresses the need to protect the general airspace. The city of Ramsey is not within the influence area of any <br />metropolitan systems airport and is not affected by existing or future airport or heliport developments or <br />operations. The Mississippi River is a permitted seaplane use area under MnDOT rules and regulations. <br />Recreation Open Space (Michael McDonough 651 602 - 1054) <br />Mississippi West Regional Park and a portion of Rum River Central Regional Park are located in the city of <br />Ramsey. The plan conforms with the Regional Parks and Open Space plan. Some technical corrections should <br />be made to the final plan. <br />The proposed Anoka- Mississippi River Regional Trail should be more clearly identified. Also in section X. -9. <br />Anoka County Parks has recently proposed some modifications to the regional trail system. In the city of <br />Ramsey, they include alignment changes to the Rum River Regional Trail, the Central Anoka Regional Trail <br />extension and the North Anoka County Regional Trail extension (across the northern edge of the City of <br />Ramsey. These changes should be reflected in the final plan. The following are advisory comments. <br />The Rum River and the Mississippi Rivers are state designated Canoe and Boating Routes, there are several park <br />areas located along both rivers, the plan should note this along with the location of boat accesses and fishing <br />piers within the city. State shoreland zoning standards are important to preserving lakes as well as the rivers that <br />border the community. The strong local support and thoughtful implementation of Mississippi Critical Area <br />Plan is important to protection of the river. <br />The city is encouraged to complete an inventory of natural resources that are important to the community. <br />While the city already has a number of park areas, as development occurs the opportunities to add additional <br />parks diminishes. Any land that is determined to merit protection as parkland should happen as soon as possible <br />so that it isn't over taken by development. From a natural resource and bird and wildlife habitat perspective it <br />would likely be more beneficial for future park land acquisitions to enlarge existing green spaces or to provide <br />connections of existing green spaces. Managing land around the regional parks that is the most environmentally <br />sensitive will help preserve the high quality natural resources located in the park. On private lands, conservation <br />efforts including education and demonstrations of environmentally sensitive land management on private lands <br />can also be an important way to protect natural resources and water quality in communities. <br />Transportation (Carl Ohrn 651- 602 -1705) <br />The plan is in conformity with the Transportation Policy Plan. The city advocates expansion of TH 10 and TH <br />47. The city should recognize that these projects are not programmed at this time. The Council has determined <br />there is a need to study bridge- crossing capacity. <br />13 <br />
