Mr. Joseph Strauss, Chairman
Metropolitan Waste Control Commission
350 Metro Square Building
7th and Robert Street
St. Paul, Minnesota 55101
Dear Mr. Strauss:
eee Raotdecy
14100 ST. FRANCIS BLVD. N. W. ANSWERED
ANOKA, MINNESOTA 55303
427 -1410 ROUTE
POP Up
January 30, 1975 FILE
INDEX NO.
REPLY DUE
Re: Public Hearing
Champlin, Anoka, Brooklyn Park
Interceptor
The comments included in this letter are offered with the understanding
that the purpose of this hearing is to discuss only the fundamental plan-
ning assumptions that Will be used in the Facilities Planning Report for
the Anoka - Champlin - Brooklyn Park Interceptor Project.
The basis for these comments is a report entitled Metropolitan Waste
Control Commission Facilities Planning Report for Champlin- Anoka - Brooklyn
Park Interceptor, Progress Report.
The first concern of the city of Ramsey is the discrepancy between the
population numbers in the narrative report and the map enclosed with it
and the overall disagreement of the city of Ramsey with both numbers as
the basis for any sensible long range sewage works planning.
It has been pointed out to your engineering consultants for this project
that the current population of the city of Ramsey is approximately 7,000
and that a sufficient number of plats have been approved to accommodate a
population of approximately 15,000.
With the interest expressed in the. housing represented by the development
that has taken place over the past five years, unless there are new controls
that are now beyond the powers of any level of government in.this.state, it
can be reasonably expected that these plats will be occupied within the next
fifteen years or before 1990.
The narrative report indicates that the year 2050 population projection is
the proper design basis for Ramsey. We can agree with that date, although
we disagree with the Council's year 2050 projection of 22,400. However,
the map of the system shows that facilities in Ramsey would be designed on
XII -29
