<br />09/05/PO TUE 12:05 FAX 651 490 2150 <br /> <br />SEH ~ 002 <br /> <br />September 5, 2000 <br /> <br />RE: Ramsey, Minnesota <br />Local Water <br />Resources Management <br />Plan Update <br /> <br />Mr. James Norman <br />City of Ramsey <br />15153 Nowthen Boulevard NW <br />Ramsey, MN 55303 <br /> <br />Dear Mr. Norman: <br /> <br />On May 7, 1998, the Mitmesota Board of Water and Soil Resources approved the Lower <br />Rwn River Watershed Management Organization Plan, prepared by SEH. The approval <br />process included review by Metropolitan Council. <br /> <br />The Lower Rum River Watershed Management Plan requires that each local government <br />unit within the watershed boundaries "...prepare, adopt, amend a local plan or provide <br />evidence that a local plan exists and is in conformance with the WMO plan and <br />[Minnesota] 8410 Rules for local plan content...". The local plans were required within <br />two years of adoption of the WMO plan. The Lower Rum River Watershed Management <br />Organization adopted the plan at its' November 19, 1998 meeting. Therefore, the local <br />plans are due by November 19,2000. <br /> <br />Driving Forces <br />In addition to the WMO requirement, there are other driving forces behind the need to <br />prepare a Water Resources Management Plan as described below: <br /> <br />Metropolitan Council: Comprehensive Plan Amendment <br />All Metropolitan Area Cities are required to amend their Comprehensive Plans by the end <br />of 1998. As a condition of plan approval, Metropolitan Council is requiring communities <br />to have adopted Local Water Management Plan in place. <br /> <br />Metropolitan Council has a regional review authority regarding local water resource <br />management including: <br />
