When <br />the Comprehensive Plan was forwarded to you, the City elected to submit it for Metropolitan <br />Council review. Upon receiving comments back, the City will then take formal action on its <br />adoption. Therefore it is the City's opinion that since the Comprehensive Plan has not been <br />formally adopted by the City Council and unless any proposed amendments are significantly <br />different from those proposed at the initial public hearing, a new public hearing is not necessary <br />and that the amendment can become a part of the City Council's formal action when the Plan is <br />presented for final adoption.
