Your letter addressed requested changes to the <br />transportation element and included an ISTS management ordinance. Although the transportation <br />element is now complete for review, the plan (ISTS ordinance) does not yet describe the city's <br />role in tracking the pumping and inspection of on-site systems. <br /> <br />Although the Council cannot formally review the plan until the sewer element is complete for <br />ISTS managem~nt, staff will begin to review those elements of the plan that are complete so that <br />we may work with the city to address issues. We. expect to have a working draft for discussion <br />available in the l1extfew weeks. . <br /> <br />In addition to the issues described in the Council's April 21 letter to the city, the review will <br />address the city's July 21 proposed change to the land use element density guidelines. Please be <br />advised that the proposed reduction of high-density residential maximums from 15 to seven units- <br />per-acre and medium-density from 6 to 4 units-per-acre raises major issues for the review of this <br />plan. First, the proposed amendment will make it impossible for the city to achieve the agreed- <br />upon Livable Community Act housing goals. Second, the proposed amendment makes the plan <br />internally inconsistent in terms of policies and forecasts for accommodating growth.
