City of Ramsey

PHONE: (612) 427-1410
FAX (612) 427-5543
TOO (612) 427-8591

15153 NOWTHEN BOULEVARD NW., RAMSEY, MINNESOTA 55303

July 21,2000

Sandra Pinel
Principal Reviewer and Sector Representative
Metropolitan Council
Mears Park Center
230 E. Fifth Street
St. Paul, MN 55101-1634

Dear Pinel:

Since the City of Ramsey last submitted its draft comprehensive plan to the Metropolitan
Council in December of 1999, the following revisions and amendments have been made.

The Transportation section will be amended to incorporate the following changes: On Page VI-2
insert the sentences in paragraph 2 after ...as shown in Figure VI-I. ''Minor Arterials are further
broken down into A and B minor arterials. 'A' Minor Arterials are roadways which are more
regionally significant than other arterials." On Page VI-2 insert the following sentence in
paragraph 4 after ...Ramsey Boulevard, and CSAH 22. "TH 47 is an A Minor Arterial, while CR
56, CR 116 and a portion of CSAH 5 are B Minor Arterials. "

Allowable densities have been changed to reflect the following: Medium Density Residential
maximums are 4 units per acre and High Density Residential maximums are 7 units per acre.
Given this density change, the Medium Density areas are reduced to 4 units per acre (in lieu of 6)
and the High Density areas are reduced to 7 units per acre (in lieu of 15), the land allocation will
result in a total of 3,264 units (in lieu of 4,154 units) occupying 1,013 acres for new net density
of approximately 3.26 units per acre (in lieu of 4.1 units per acre). This total is consistent with
the standard used by the Metropolitan Council of 3 units per acre.

2020 sewer flow projections will be reduced by .24 MGD as a result of the above density
changes. 2020 water use projections will be reduced by .29 MGD as a result of the above density
changes.

In addition to the above amendments to the comprehensive plan draft dated December 29, 1999,
the City has developed and adopted an ISTS Management Ordinance consistent with the
requirements of Minnesota Rule 7080. See attached ordinance.
