<br />.. <br /> <br />X1.C.1.c, page XI-14 <br />According to the Future Land Use Map (Figure V -2), it appears preservation of open space areas will <br />only include an area where there may be a bridge crossing in the future. In order to "preserve larger <br />areas of permanent open space" and "rural character", the city should reexamine the open space <br />opportunity areas as well as proposed density levels in the river corridor. <br /> <br />VI. C. 2., page VI-7 <br />Council staff would like to be involved in the corridor study to explore alternative solutions to a river <br />crossing. Critical Area guidelines call for: "Existing and potential utility and transportation facility <br />crossings shall be identified and river crossings shall be minimized and concentrated at existing <br />crossings where possible", E.O. 79-19 C.7.a. Please contact staffas the study progresses. <br /> <br />General Comments <br />. Language should reflect the city's intent to meet voluntary MNRRA policies and Critical Area <br />standards and guidelines. <br />. Executive Order 79-19 requires approval of site plans for all developments excluding construction or <br />modification of a single-family structure. Please refer to the attachments from the DNR regarding <br />site plans and capital improvements. <br />. In then land use policies, please include language that reflects minimizing runoff and minimizing <br />site alteration. <br /> <br />We commend the city's efforts in the development of a good river corridor plan.
