N/ A <br /> <br />Dear Ms. Frolik: <br /> <br />The Minnesota Department of Transportation (MnlDOT) has reviewed the relevant transportation <br />sections of the above-referenced plan. In order to make the plan better conform with MnlDOT planning <br />guidelines; we would encourage the City to address more fully the following issues: <br /> <br />· The City should consider additional land use policies that promote appropriate development or <br />redevelopment designs and intensities that would not adversely impact or overburden the regional <br />transportation system, recognizing that there is a direct link between land use and transportation. For <br />example, a policy that encourages land use densities that prevent congestion and will help maintain or <br />improve the current level of service (LOS) on the State's transportation system. <br /> <br />· The plan should note that MnlDOT review is required for development activity along state highways <br />including: (1) Plats/subdivisions; (2) Site plans; (3) Environmental documents (e.g., EAW); (4) <br />Traffic studies; (5) Capital Improvement Planning; and/or Comprehensive plan amendments. In <br />addition to the comprehensive plan, the City should include language in its' implementing ordinances <br />(e.g., subdivision) that MnlDOT review is needed if there are potential impacts to state highway <br />rights-of-way. If the City already has addressed this issue in its' implementing ordinances, please <br />disregard this suggestion. <br /> <br />As a reminder, all County State Aid Highway and Municipal State Aid routes, or entrances to these <br />routes, must meet State Aid rules and policies.
